SUBJECT: A TAX SHARING RESOLUTION FOR SANITATION DISTRICT
ANNEXATION NO. 297 - RESOLUTION NO. 97-96
DEPARTMENT: Planning & Building Services
Los Angeles County Sanitation District Nos. 26 and 32 provide wastewater treatment services
cooperatively through the Santa Clarita Valley Joint Sewerage System. To provide wastewater
treatment service to property located outside of the Districts' service area, the service area
boundary must be expanded through the annexation process. As part of this process, a
tax -sharing resolution to provide the required funding to the Sanitation Districts is adopted by
the public agencies responsible for providing services to the subject property.
Local agencies receiving an apportionment of property tax from the annexing area must
determine the amount of tax revenues to be exchanged between the affected agencies. For this
annexation, a total of 1.3102 percent of the annual tax increment attributable to the land area
involved in the annexation will be transferred to Sanitation District No. 26. Of this total, the
City is contributing 0.1235 percent of its revenues from the annual tax increment for the
annexation area.
The proposed annexation area is an undeveloped property of approximately 114 acres located
northeast of Whites Canyon Road, at the northern terminus of Foxlane Drive. Annexation
would provide for development of 281 single-family dwelling units, consistent with the City's
General Plan land use designation and zoning for the site (RL - Residential Low, 1.1 - 3.3
dwelling units). This project was approved by the City Council as two subdivision tract maps
(Resolution No. 90-74 and Ordinance 90-8) on May 22, 1990, and June 12, 1990, respectively.
As proposed, the annexation to Sanitation District No. 26 should result in no adverse fiscal
impact to the City.
Adopt Resolution No. 97-96, approving and accepting the negotiated exchange of property tax
revenues resulting from Sanitation District Annexation No. 297.

APPROVING AND ACCEPTING NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUES
RESULTING FROM ANNEXATION TO COUNTY SANITATION DISTRICT NO. 26.

WHEREAS, pursuant to Section 99 and 99.1 of the Revenue and Taxation Code, prior to the
effective date of any jurisdictional change which will result in a special district providing a new service, the
governing bodies of all local agencies that receive an apportionment of the property tax from the area must
determine the amount of property tax revenues from the annual tax increment to be exchanged between the
affected agencies and approve and accept the negotiated exchange of property tax revenues by resolution, and
WHEREAS, the governing bodies of the agencies signatory hereto have made determinations of the
amount of property tax revenues from the annual tax increments to be exchanged as a result of the annexation
to County Sanitation District No. 26 entitled Annexation No. 297.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS
I . The negotiated exchange of property tax revenues resulting from the annexation of territory
to County Sanitation District No. 26 in the annexation entitled Annexation No_ 297isapproved and accepted.
2. For each fiscal year commencing on and after July 1, 1998 or after the effective date of this
jurisdictional change, whichever is later, the County Auditor shall transfer to County Sanitation District
No. 26 atotal of 1.3102 percentof the Annual Tax Increment attributable to the land area encompassed within
Annexation No. 297.
Said percentage has been determined on the basis of the following contributions.

3. No additional transfer of property tax revenues shall be made from any other taxing agencies
to County Sanitation. District No. 26 as a result of annexation entitled Annexation No. 297.
4. No transfer of property tax revenues from properties within a community redevelopment
project shall be made during the period that the entire tax increment is legally committed for repayment of
the redevelopment project costs.
5. If at any time after the effective date of this resolution, the calculations used herein to
determine initial property tax transfers or the data used to perform those calculations are found to be incorrect
thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be recalculated
and the corrected transfer shall be implemented for the next fiscal year, and any amounts of property tax
received in excess of that which is proper shall be refunded to the appropriate agency.
The foregoing resolution .was adopted by the Board of Supervisors of the County of Los Angeles,
the Board of Directors of County Sanitation District No. 26 and the governing bodies of City of Santa Clarita,
Castaic Lake Water Agency, Greater Los Angeles County Vector Control District, and Newhall County
Water District signatory hereto.
