HomeMy WebLinkAbout1997-04-08 - AGENDA REPORTS - SC CDBG 1997 98 (2)f r - City Manal Item to be Kevin Tonoian CONSENT CALENDAR DATE: April 8,1997 SUBJECT: CITY OF SANTA CLARITA CDBG 1997-98 ACTION PLAN DEPARTMENT: Community Development Department In May of 1995, the City Council approved and directed staff to submit the City's Consolidated Plan -Action Plan document to the United States Department of Housing and Urban Development (HUD). Santa Clarita's Consolidated Plan is a five year planning document that specifically identifies the Housing, Community Development, and Social Service needs that exist within the Community. The Action Plan specifically identifies the programs, projects and activities that address our community needs in one year increments. The attached Action Plan for Program Year 1997/98 represents Santa Clarita's formal application for Federal Assistance available through the CDBG Entitlement Program. Included within the Action Plan is: 1) a listing of proposed programs, projects and activities that the City is requesting be funded during the upcoming fiscal year; 2) sign certifications required by HUD; and 3) a description of the Public Participation Process that was facilitated by staff to gather input from the community. In developing the City's Action Plan, staff facilitated a public participation program that included three (3) community meetings throughout the City. In an effort to promote these meetings, staff prepared bi-lingual promotional information that was placed at all City Hall public counters including the Newhall Community Center, and distributed to local community groups, agencies, and residents. Additionally staff published a series of public notices and advertisements in local newspapers including the Signal and La Vos Latina. Finally, arrangements were made to ensure that bi-lingual program staff were present at all meetings to gather input from all residents. At this time staff is requesting that the City Council review and.approve Santa Clarita's proposed 1997/98 CDBG Action Plan. Once the City Council has reviewed and approved this proposed document, staff will provide residents with a thirty (30) day period to review and comment upon the Action Plan. Following the conclusion of this thirty (30) day review period, staff will then submit the proposed 1997/98 Action Plan to HUD for their review and approval. APPROVED Agenda Item: cL Following HUD approval of the City's Action Plan, Santa Clarita will receive approximately $955,000 in CDBG Entitlement Funding for the 1997/98 Fiscal year. At this time, staff is proposing that these funds be utilized in the following manner: Handyworker $ 180,000 West NewhallCIP $ 526,522 Service.Center $ 31,000 Senior Center $ 48,000 SANE CAMP $ 47,250 Mobile Dental Lab $ 6,250 Health Center $ 5,000 Administration $ 95,178 Fair Housing $ 15,800 Total: $ 955,000 That the City Council: 1) approve the City's 1997-98 Action Plan; 2) direct staff to post the City's 1997-98 Action Plan for a period of 30 days for public input and comment; and 3) direct staff to execute and submit the City's 1997-98 Action Plan to the United States Department of Housing and Urban Development. ATTACHMENT Proposed 1997/98 CDBG Action Plan (Available in City Clerk's Reading File) sAcd\cdbg\ap9798.wpd ADDENDUM TO SANTA CLARITA CITY COUNCIL AGENDA ITEM 42: CITY OF SANTA CLARITA CDBG 1997/98 ACTION PLAN APRIL 8, 1997 At the April 8, 1997 regular meeting of the Santa Clarita City Council, Councilmember Carl Boyer made a motion to approve the City's 1997/98 CDBG Action Plan with the understanding that staff make every effort to allocate $5,000 in CDBG Entitlement Money to the Santa Clarita Valley Child and Family Development Center. Upon review of the Proposed CDBG Budget for Fiscal Year 1997/98, staff determined that an additional $5,000 in funding could be reallocated from "Public Improvements" (Handyworker Program and West Newhall CIP) to "Public Services" in order to provide funding to the Child and Family Development Center. Based upon this direction from the City Council, the Proposed CDBG Entitlement Budget for Fiscal Year 1997/98 now reads as follows: Handyworker $ 180,000 West Newhall CIP $ 521,522 Service Center $ 31,000 Senior Center $ 48,000 SANE CAMP $ 47,250 Mobile Dental Lab $ 6,250 Health Center $ 5,000 Child/Family Cntr $ 5,000 Administration $ 95,178 Fair Housing $ 15,800 Total: $ 955,000
