SUBJECT: SIERRA HIGHWAY/STATE ROUTE 14 CONGESTION CORRIDOR OVERLAY
(PROJECT NO. 53002) AND RESTRIPING (PROJECT NO. C0001)

BACKGROUND
In December of 1994, the City received a $328,000 grant from MTA for the subject project. MTA
allocated the grant funds to the City to restripe Sierra Highway from four to six lanes of travel
between Soledad Canyon Road and San Fernando Road to relieve traffic congestion. With the
City's required match in funds, the total grant was $410,000. Due to Caltrans' rejection of the
proposed restriping on their portion of Sierra Highway (Friendly- Valley Parkway to San
Fernando Road), the City proposed a reduction in the scope of work on June 30,.1997. The
amount of the grant was amended by MTA from $328,000 to $267,000. With the City's portion
of $89,000 added to the grant, the total budget for the project is $356,000. The revised project
limits will be between Soledad Canyon Road and Friendly Valley Parkway.
A separate, but associated, project incorporates a street resurfacing effort on Sierra Highway
between Soledad Canyon Road and Vista Del Canon. This project will be funded with CDBG
Earthquake Supplement money. Account No. 53002 in the amount of $672,000 has been
established to track the CDBG portion of overlay, and Account No. 20001 in the amount of
$356,000 has been set up to track and monitor all construction aspects of the above-mentioned
efforts. Staff feels that these two projects should be combined to establish the best and most
efficient use of all available funding sources.
Proposed Project:
On January 9, 1996, Council awarded a contract to Korve Engineering for the design phase of
this project. On October 8, 1996, Council amended the contract to Korve Engineering with the
condition that the feasibility study portion of this project would include a review of bicycle lane
options on Sierra Highway. The feasibility study completed by Korve Engineering on
August 22, 1996 recommended that an additional traffictshoulder lane be added in each
direction.

On October 8, 1996, the City Council approved this striping concept on Sierra Highway, which
would allow vehicles to use this lane only during peak congestion hours, leaving this lane open
for cyclists the remainder of the time. This is an innovative approach to relieve traffic
congestion during peak hours, as well as to provide cyclists with the opportunity to use the
added lane during non -peak hours and weekends. This "shared" lane concept applies only to the
segment of Sierra Highway between Vista Del Canon and Friendly Valley Parkway. The
remainder of the project limits are within Caltrans' right-of-way. Caltrans rejected the City's
application for restriping from four to six lanes.
RECOMMENDATION
Council approve the plans and specifications for Sierra Highway/State Route 14 Congestion
Corridor Overlay, Project No. 53002, and Restriping, Project No. C0001, and authorize the
advertisement for bids.
