SUBJECT: SIERRA HIGHWAY/STATE ROUTE 14 CONGESTION CORRIDOR
OVERLAY (PROJECT NO. 53002) AND RESTRIPING. (PROJECT
NO. C0001) - BID AWARD

RECOMMENDED ACTION
City Council award contract to Silvia Construction, Inc. for $626,027.00 and authorize a
15 percent contingency expenditure of $93,904.00. Approve a change order with Silvia
Construction, Inc, in the amount of $20,000.00, to increase the initial scope of work to resolve
a drainage problem that exists within the project limits. Approve an increase to the contract
of the project designer, Korve Engineering, in the amount of $35,000.00. Authorize the City
Manager or designee to execute and sign all documents, subject to City Attorney approval.
These two projects have been combined to establish the best and most efficient use of all
available funding sources. The overlay project will resurface Sierra Highway from Soledad
Canyon Road to Vista del Canyon. The restriping project will then restripe Sierra Highway
from Soledad Canyon Road to Friendly Valley Parkway. This restriping will provide six travel
lanes, with three complete lanes in each direction. Appropriate signage will be placed to allow
vehicles to use the number 3 lane (nearest the right curb) only during peak congestion hours,
leaving this lane open for cyclists the remainder of the time. This is an innovative approach
to relieve traffic congestion during peak hours, as well as to provide cyclists with the
opportunity to use the added lane during non -peak hours and weekends.
On January 9, 1996, Council awarded a contract to Korve Engineering for the restripe design
phase of this project. On October 8, 1996, Council amended the Korve Engineering contract
with the condition that the feasibility study portion of this project would include a review of
bicycle lane options on Sierra Highway. The feasibility study completed by Korve Engineering
on August 22, 1996 recommended that an additional traffic/shoulder lane be added in each
direction. Since Korve Engineering had been extremely professional in handling all elements
of this difficult project to date, in addition to their detailed knowledge of the project, staff
requested Korve to provide the City with a quote to perform the overlay design portion of the
project, conduct a public information meeting, and design a solution for the drainage problem
at the intersection of Via Princessa and Sierra Highway. Due to the extremely short time line
of the MTA funding for the project, Korve was asked to perform these functions within two
weeks. Staff felt that Korve's quote of $35,000.00 was more than reasonable and issued the
notice to proceed to Korve Engineering to complete the remaining design efforts for the project.

On October 8, 1996, the City Council approvedthis striping concept on Sierra Highway. This
"shared" lane concept applies only to the segment of Sierra Highway between Vista Del Canon
and Friendly Valley Parkway. The remainder of the project limits are within Caltrans'
right-of-way. Caltrans rejected the City's application for restriping from four to six lanes.
On September 24, 1997, staff held a public information meeting at the Via Princessa Metrolink
Station. The purpose of the meeting was to inform business and residential owners along the
project corridor about the details of the project. In addition to discussing specifics about the
proposed improvements, a staff contact person was identified. The general reaction from those
in attendance was one of concurrence that the project was necessary and timely.
On October 16, 1997, bids were received by the City Clerk (see Bid Results). Upon initial
review of the bids and all supporting documentation, it was discovered thatthe apparent low
bidder, Silvia Construction Inc., had not included Addendum No. 3 with their bid submittal.
Staff determined, with Silvia's written concurrence, that Silvia Construction's bid did include
and cover all requirements of Addendum No. 3, and therefore did not affect the bid price for the
project. Staff conferred with the City Attorney about the omission of Addendum No. 3, and
Mr. Newton supported staffs classification of the omission as a minor irregularity that should
not disqualify. Silvia Construction from their bid submittal of $626,027.00. Also, upon review
of the bid results, it was determined that sufficient savings resulted to correct a significant
drainage problem that is present on Via Princessa as it connects to Sierra Highway. The
problem has been created by years of development within the area, but was primarily caused
by the extension of Via Princessa from State Route 14 to the Whites Canyon Bridge.
Staff recommends that the project be awarded to the lowest bidder, Silvia Construction, Inc. of
Rancho Cucamonga, who possesses a State Contractors License and is in good standing with
the State Contractors License Board. The bid of $626,027.00 was reviewed for accuracy and
conformance to the contract documents and was found to be complete. The references indicated
that this contractor has performed work to their satisfaction.
