Home My WebLink About1997-06-10 - AGENDA REPORTS - SLTPP APPLICATION (2)City Manager Item to be pre Steve Stark CONSENT CALENDAR DATE: June 10, 1997 SUBJECT: APPLICATION FOR STATE -LOCAL TRANSPORTATION PARTNERSHIP PROJECTS Resolution No. 97-71 DEPARTMENT: Administrative Services Caltrans is currently accepting project applications for the ninth cycle of the State -Local Transportation Partnership Program (SLTPP). The SLTPP is a state sponsored program designed to encourage local agencies to support roadway improvements with funds other than gas tax or developer contributions. Eligible projects must be locally constructed on a local road, a State highway, or an exclusive mass transit guideway. Only contract and construction engineering costs are eligible for reimbursement. New projects as well as repair work will be considered. The completed project must either increase capacity, extend service to a new area, or extend useful life of the roadway a minimum of ten years. City Council has previously approved each of the identified projects through the annual CIP budget process. All projects currently listed in the Five Year CIP that were deemed eligible for this cycle of funding are included in this application. This includes two new roadway projects, Magic Mountain/Via Princessa.and Santa Clarita Parkway, as well as six overlay projects. (Building and Engineering Services' standard for overlay of city streets is every seven years. Of the six projects included only one, Caraway Lane, has been overlaid within the last ten years. Barcotta Drive has not been overlaid since 1970. All of the other roads presented fall between that range.) Also included is a signal installation at Steinway. Street and Whites Canyon Road and the Newhall Metrolink Station. This project has a funding shortfall, therefore staff is seeking approval for additional funding through this application. Only contract and construction engineering costs are eligible for reimbursement under this program. The percentage of reimbursement for this program is dependent upon the number of approved projects statewide. It is expected that Cycle 9 reimbursements will be between 3.5 and 19 percent of the actual project contract costs. Staff recommends that the following projects be selected for consideration: 1. Construct Magic Mountain Parkway from San Fernando Road.to Via Princessa 2. Construct Santa Clarita Parkway from Bouquet Canyon Road to State Highway 14 3. Caraway Lane - Centurion Way to Whey Drive- Overlay 4. Whites Canyon Road - Nadal Street to Ashboro Drive - Overlay 5. Barcotta Drive - Santa Clarita Road to Santa Clarita Road (Loop Street) - Overlay 6. Catala Avenue - Caceras Street to Garza Drive- Overlay 7. Open Crest Drive - Scallion Drive to Peppercorn Drive - Overlay 8.. Calgrove - I-5 to 600' W/O Wiley Canyon Road - Overlay 9. Signal Installation at Steinway Street and Whites Canyon Road 10.
