SUBJECT: SOLEDAD CANYON ROAD MEDIAN LANDSCAPING
PROJECT NO. 99-059 - BID AWARD
DEPARTMENT: Parks, Recreation, and Community Services
On February 11, 1997, City Council authorized the advertisement of Project 99-059. This
project consists of median landscaping along Soledad Canyon Road between Whites Canyon
Road and Langside Avenue (see project location map). The project incorporates landscaping and
stamped concrete features similar to those previously constructed on Soledad Canyon Road
between Sand Canyon Road and Shadow Pines Boulevard.
The following bids were received by the City Clerk on March 18, 1997:

Current budget in the Project 99-059 account will only permit landscaping from Whites Canyon
to slightly west of the Soledad Bridge (west of Camp Plenty Road). Staff anticipated this
shortfall ($100,000) during design, and prepared for the following alternatives: shorten the
current limits of work to conform to existing budget constraints; or extend the current limits of
work in anticipation of additional median landscape funding in the FY 97-98 annual budget.
Extending the current limits of work under this contract would have the advantage of
eliminating some mobilization and construction management costs associated with a follow-up
project. In addition, a request by the City's Traffic Engineer to extend the existing turn pocket
on Soledad Canyon Road at Whites Canyon Road could also be accommodated. Sufficient funds
have been identified in Fund 455 (developer fees) to cover the cost of the above work.

In summary, staff recommends the following:
Award the project to the low bidder, Terra -Cal Construction for $332,252.58 and authorize
a contingency expenditure of 10% for unforseen conditions. Other than a minor arithmetic
error in the bid schedule (the proposal read $332,252.91) the Terra -Cal proposal was found
to be in conformance with contract document requirements.
• Authorize an extension of the current project limits to include median landscaping in the
vicinity of Crossglade Avenue and Rainbow Glen Drive, and authorize an extension of the
turn pocket in the vicinity of Whites Canyon Road. Authorize staff to negotiate a change
order with Terra -Cal for this additional work (estimated at $253,000.)
Authorize an appropriation of $365,000 to Project 99-059 Account No. 10001455 to cover
the following: $100,000 shortfall for the "as -bid" project; $253,000 for construction of the
additional work proposed; and $12,000 for survey, inspection, and testing for the
additional work proposed.
1. Adopt the plans and specifications for Project No. 99-059.
2. Award a contract to the low bidder, Terra -Cal Construction, in the amount of $332,252.58.
Authorize construction inspection expenditures through Willdan Associates not to exceed
$55,000. Authorize the City Manager or his designee to approve all documents relating
to these contracts.
3. Authorize staff to negotiate the additional work described in the body of the report, and
authorize an appropriation of $365,000 to Project 99-059 Account No. 10001455.
