STORMWATER UTILITY THIRD -YEAR UPDATE
In May 1994, City Council created the Stormwater Utility to provide stormwater management
and pollution control services as mandated by the Federal Clean Water Act of 1987. A Utility
user fee, similar to an electric or water utility user fee, was established to subsidize services.
City Council also requested that after three years, an evaluation of the program and its
associated user fees be conducted. This evaluation has been completed.
The evaluation indicates the following:
• The City's Stormwater Utility has implemented all of the regulatory requirements. under
the law;
• Staff effort and costs required during the "startup" phase of the program can be shifted
to compliance efforts that need to be expanded to comply with several new requirements;
• The existing user fee of $24 per dwelling unit per year is sufficient to provide required
services for at least the next fiscal year (excluding any funding for infrastructure
improvements and adjustments for inflation);
• All revenues received to date have been utilized for appropriate program -related purposes;
and
• Some organizational changes may enhance post -startup program implementation during
the 1997-98 fiscal year.
Modifications in the organizational structure of the Stormwater Utility- functions will be
addressed with the City Council through the 1997-98 fiscal year budget process.
City Council receive and discuss the staff report and consultant presentation on the Stormwater
Utility Third -Year Update and evaluation.
