SUBJECT: CONTINUATION OF SUNDAY TRANSIT SERVICE
DEPARTMENT: Public Works
On July 9, 1996, the City Council approved operating local fixed route bus service and dial -a -ride
service on a six-month demonstration basis. This service was established on October 6, 1996. A
target of 1, 100 customers on fixed route service each Sunday was established to determine whether
service should be continued on a permanent basis. No target was established for dial -a -ride service
as provision of paratransit service is mandated by the Americans with Disabilities Act (ADA) and
all dial -a -ride costs for Sunday service are reimbursed by Access Services Inc.
Between October 6,4996 and February 23, 1997, average Sunday ridership was 1,432. During the
month of February, average Sunday ridership was 1,453. Sunday service has clearly exceeded
projections over the last five months, and staff believes this should coixtinue on a permanent basis.
The cost to implement the six-month demonstration was $94,000 covered by an allocation a
Proposition A Discretionary Incentive Grant administered by the Los Angeles County Metropolitan
Transportation Authority. The Transit Division Budget was adjusted in the mid year budget
adjustments to fund operation of Sunday service through June 1997. The costs for operating Sunday
service and the increased revenues are included in the proposed FY97/98 Transit budget.
RECOMMENDATION
City Council approve continuation of Sunday local fixed route and dial -a -ride service on a permanent
basis.
