HomeMy WebLinkAbout1997-10-21 - AGENDA REPORTS - TEMP HOMELESS SHELTER NEEDS (2)AGENDA REPORT BUSINESS DATE: October 21, 1997 City Manager Approva Item to be presented by: Jill Majic SUBJECT: TEMPORARY HOMELESS SHELTER NEEDS DEPARTMENT: City Council City Council receive the report regarding temporary homeless shelter needs and provide staff input on this issue. The Santa Clarita Valley Interfaith Council has proposed for City consideration implementing a temporary homeless needs shelter in anticipation of this winter's El Nino conditions. The shelter, as proposed, would generally operate between the months of November 1997 through March 1998. The shelter would be open during the evening hours providing a cot for sleeping, a light dinner and breakfast meals. The logistics of the shelter operation would need to be further reviewed, and would include such items as shelter supervision, occupant registration, shelter policy and policing, to name a few. The Santa Clarita Valley Interfaith Council has indicated a willingness to work with the City to address many of these logistical items. In addition, insurance and liability requirements would need to be further reviewed. It has been proposed that the recently acquired Canyon Country Recreation Center, formerly known as the Merle Norman site, be considered as a potential location for the temporary homeless center. The City is currently leasing back to the Merle Norman organization one of the existing three buildings for a one-year period. Additionally, a second building is currently under design to be improved for youth sports, and will be under construction this winter. The third building is currently vacant, and will be included as part of an overall site master plan process this spring. Additional review will be required to better understand the merits of utilizing the Canyon Country Recreation Center for this shelter.
