SUBJECT: TRAFFIC CALMING ON HASKELL CANYON ROAD
RESOLUTION NO. 97-86
DEPARTMENT: Transportation and Engineering Services
On June 24, 1997, the City Council received a staff report regarding traffic issues along Haskell
Canyon Road and the potential measures to address traffic safety concerns along this road. The
City Council deferred a decision on this item until the Council receives another staff
presentation on traffic calming strategies. This report documents staffs findings and
recommendations.
Analysis
Traffic Calming Strategies: At the July 1, 1997, Council Study Session, staff presented to
Council a report on Neighborhood Traffic Calming Strategies. These strategies are defined as
traffic control actions that serve to minimize the undesirable impacts of motor vehicles in
neighborhoods. They are intended to retain neighborhood liveability on "local' (residential)
streets impacted by increased use and misuse of the street system by the motoring public.
Accessibility and mobility should not be significantly reduced for residents, visitors, or services.
The techniques used by many cities to calm traffic on residential streets include the use or
installation of radar trailers, speed limit signs, narrowing of traffic lanes, roundabouts or traffic
circles, speed humps, chokers, turn restrictions, intersection channelizations, serpentines
(curved alignments), etc. The majority of these techniques are primarily appropriate only for
residential streets where the operating speeds are relatively low. The narrowing of traffic lanes
has some merits on a street like Haskell Canyon Road at the present conditions as detailed
below. Studies indicate that by using this technique, "speed may decrease and safety is
improved through the provision of positive guidance to drivers."
Roadway Restriping and Addition of Bike Lanes: Haskell Canyon Road is built to
accommodate four traffic lanes in the future; however, due to the relatively low traffic volumes,
it is currently striped for only two traffic lanes (see attached.exhibit). Staff believes that it
would take a minimum of seven or eight years before additional traffic lanes would be needed

At the previous Council meeting, staff proposed a roadway restriping project along this street
that would accommodate a center two-way left -turn lane, and a bike lane on each side of the
street from Grove Park Drive to Copper Hill Drive. Some of the area residents attending the
meeting expressed concerns that due to the wide width of the proposed bike lane (13 feet),
motorists may continue to drive in that lane and may pose traffic safety concerns for bicyclists.
There was also a concern about vehicles who cut corners in the curved areas, which might
conflict with the bicycle paths.
In order to address these concerns, a revised striping plan is proposed which would create an
eight -foot painted island between the bike lanes and the traffic lanes. The proposed striping will
result in narrower traffic lanes, will separate the auto and bike traffic, and will address the
concern for traffic cutting the corners by accommodating right -turn pockets at intersections and
shifting the through traffic lanes away from the curb lines. The narrower field of view would
help reduce speeds and would help reduce or eliminate the driving of two side-by-side vehicles.
The striping will also provide a buffer zone for motorists coming out of Bobwhite Circle and will
enable vehicles to pull out of the driveway and have a better view of oncoming traffic before they
attempt their turns. An engineering plan showing the details of the proposed striping is
provided in the Council's reading file.
At the previous meeting, Council also asked about the potential use of curbs or delineators to
separate the bike lane from the traffic lane. Unfortunately, bicycle design standards do not
permit us to install raised devices in bike lanes. Any curbs, raised markers, or delineators are
considered fixed objects which pose a safety hazard for the bicyclists and cannot be installed in
or along the bicycle lanes. Staff believes that the recommended striping as outlined above best
addresses the needs and safety of bicycle traffic on this street.
As there are no parking demands on this street, no -stopping signs will be installed along the
entire route to ensure the safety of bicyclists. This action would result in 1.85 miles of bike
lanes on Haskell Canyon Road. Once Copper Hill Drive is widened to its ultimate width, staff
also intends to install bike lanes on that street from Haskell Canyon Road to Seco Canyon Road.
The installation of bike lanes will greatly benefit the commuter as well as recreational bicyclists
who use this road.
Speed Enforcement and Monitoring. Staff has coordinated with the Sheriffs Department
to perform additional selected enforcement on this street. The Sheriffs Department has also
reviewed this report and the proposed striping and supports its implementation. The City's
PARET speed display unit has been placed on the street on several occasions, and will be used
again as the unit becomes available.
Staff has also collected two 24-hour speed counts at two locations along this road using
machinethose counters. Staff intends to perform similar studies after the implementation of the
proposed striping and to compare the results. This study would provide staff with valuable
information about the effectiveness of implementing such traffic calming strategies on through
collector or arterial streets. Should the results be favorable, such techniques. could be

considered for other potential locations meeting the appropriate criteria for use of this
technique.
School Bus Stops: At the time of this writing, it was not known if the William S. Hart High
School District will continue the bus service in this neighborhood. Nevertheless, staff has
already taken the initiative to perform minor improvements at the intersection of Grove Park
Drive to the south for potential use of school buses in the fall. Should the bus operation resume,
staff will provide additional minor paving at that intersection to create a bus turnout that can
be used for school buses dropping off and picking up students. This intersection is controlled by
stop signs, and an adult crossing guard is also present during school time to assist school-age
children in crossing the street.
Sight Visibility Concerns: Staff has coordinated with the Pacific Bell telephone company to
relocate a box that exists at the intersection of Bobwhite Circle and partially blocks the view of
oncoming traffic. Pacific Bell staff has informed staff that the work will be completed in the
next two to three months. The area Homeowners' Association has already trimmed several
bushes that were blocking visibility and has also adjusted the location of their stop sign at their
private driveway to enhance safety. After the striping plan is implemented, staff intends to
bring forward the stop line of the private driveway to further improve the sight visibility at the
intersection.
Meetings and Notification: Staff has discussed the contents of this report with some of the
area residents who spoke at the last meeting to inform them of the new proposal. All attendees
who spoke regarding this issue at the previous Council meeting have been notified in writing
regarding this meeting and have been provided a copy of this staff report.
Council adopt Resolution No. 97-86 and direct staff to implement a traffic calming plan along
Haskell Canyon Road from Grove Park Drive to Copper Hill Drive. The plan will include a
center two-way left -turn lane, a striped bike lane on each side of the street, and an eight -foot
painted island to separate traffic lanes from the bike lanes. Minor improvements at the corner
of Haskell Canyon Road/Grove Park Drive will also be implemented, if necessary, to
accommodate the stopping of school buses in fall 1997.

RESOLUTION NO. 97-86
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA CLARITA PROHIBITING THE STOPPING, STANDING, OR PARKING
OF VEHICLES ON THE EAST AND WEST SIDES OF HASKELL CANYON ROAD,
BETWEEN BOUQUET CANYON ROAD AND COPPER HILL DRIVE
WHEREAS, the safety of the motoring public would be enhanced by the
prohibition of stopping, standing, or parking of vehicles on certain streets in the City of Santa
Clarita; and
WHEREAS, the California Vehicle Code Section 22507 provides for location
authorities to prohibit or restrict the stopping, standing, or parking of vehicles on certain streets
or highways or portions thereof during all hours of the day.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
does hereby resolve as follows:
SECTION 1. That stopping, standing, or parking of vehicles during all hours of
the day shall be prohibited on Haskell Canyon Road, between Bouquet Canyon Road and Copper
Hill Drive (5,900 feet), along the east and west sides of the street.
SECTION 2. That the prohibition of stopping, standing, or parking of vehicles,
as provided herein, shall apply when appropriate signs or curb markings having adequate notice
thereof have been placed as described in Section 1.
