Brad Therrien CONSENT CALENDAR DATE: June 10, 1997 SUBJECT: WEST NEWHALL IMPROVEMENTS, PHASE 2, PROJECT NO. 72034 BID AWARD DEPARTMENT: Building and Engineering Services The West Newhall Improvement Project will install curb, gutter, and sidewalk, and reconstruct streets in the West Newhall area. This project was phased due to the amount of Community Development Block Grant (CDBG) funds available to the City each year. The limits of Phase 1 include 15th Street from San Fernando Road to Newhall Avenue, and Walnut Street from 14th Street to 15th Street. The construction of Phase 1 is complete. The limits of Phase 2 include Walnut Street from 14th Street to Lyons Avenue, and 11th Street and 13th Street from Newhall Avenue to Walnut Street (see Project Location Map, Exhibit A). Phase 2 will address the need for sidewalks in the vicinity of Newhall Elementary School. On March 25, 1997, Council authorized the advertisement of the subject project. On May 14, 1997, bids were received by the City Clerk (see Bid Results, Exhibit B), The Engineer's Estimate to complete this project is $538,000.00. This project is funded by a Community Development Block Grant (CDBG). Budget in the amount of $553,153.00 is currently available in Account No. 72034104 for this work. Staff recommends that the project be awarded to the lowest bidder, Padilla Paving Company, of Santa Clarita, California. Padilla Paving Company possesses a State Contractors License and is in good standing with the State Contractors License Board. The bid of $418,041.55 was reviewed for accuracy and conformance to the contract documents and was found to be complete. The references indicated that this contractor has performed work to their satisfaction. 1. City Council approve the award of the contract for the West Newhall Improvements, Phase 2, Project No. 72034, to Padilla Paving Company in the amount of $418,041.55, and authorize a ten percent contingency. 2. City Council authorize the City Manager or his designee to approve all documents relating to this contract.
