Home My WebLink About1997-10-15 - AGENDA REPORTS - WILEY CYN RD SCHOOL BUS LOAD (2)[•14NMD1eM0.\WNW17\l1 CITY OF SANTA CLARITA AGENDAREPORT City Manager Approva Item to be presented y:Andrew Yi DATE: October 15, 1997 SUBJECT: WILEY CANYON ROAD - REVISION TO EXISTING SCHOOL BUS LOADING ZONE FOR WILEY CANYON ELEMENTARY SCHOOL RESOLUTION NO. 97-115 DEPARTMENT: Transportation and Engineering Services City Council adopt Resolution No. 97-115, establishing a no -stopping zone (school days), buses exempt, from 7:00 a.m. to 3:00 p.m. on Wiley Canyon Road 88 feet to 238 feet south of La Glorita Circle, and direct staff to provide the necessary curb markings or signs to effect this resolution. Mr. Lawrence Heath, Principal of Wiley Canyon Elementary School, requested the City to revise the existing bus loading zone (no -stopping zone), located on the west side of Wiley Canyon Road south of La Glorita Circle. The loading zone will accommodate the increase of school bus traffic to the school. The request was to revise the existing bus loading zone time restriction to 7:00 a.m. to 3:00 p.m. from 7:00 a.m. to 9:00 a.m., and increase the length by 75 feet to a total of 150 feet. Staffs evaluation determined that the requested bus loading zone revision is necessary to meet the schoors need and provide adequate space and time restriction for school buses. The subject area is fronting the school and a passenger loading/unloading zone is located on La Glorita Circle. Therefore, the proposed bus loading zone would not significantly impact other users in the area. 1. Leave existing situation as is. 2. Other action as determined by Council. FISCAL IMPACT Funds for the implementation of the above recommendation have been budgeted in Account No. 5211-7335 in FY 1997-98. The estimated cost for this work is $200.00. Currently, the bus loading zone is approximately 75 feet wide. We are requesting that zone be increased to at least 150 feet. Also, we are requesting that the sign restrict access to this area between 7:00 a.m.-3:00 p.m. on school days. I would also like to extend the appreciation of the entire Wiley Canyon school community for your assistance in the installation of a traffic signal at the corner of Wiley Canyon and La Glorita. Sincerely, w?Heath Princ LH:rf RESOLUTION NO. 97-115 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA ESTABLISHING A NO -STOPPING ZONE (SCHOOL DAYS), BUSES EXEMPT, FROM 7:00 A.M. TO 3:00 P.M. ON WILEY CANYON ROAD 88 FEET TO 238 FEET SOUTH OF LA GLORITA CIRCLE WHEREAS, a request was made to establish a bus loading zone on the west side of Wiley Canyon Road south of La Glorita Circle; and WHEREAS, it is consistent with normal traffic engineering practices to establish a bus loading zone near the school; and WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping or standing of vehicles on certain streets or highways, or portions thereof, during all or certain hours of the day. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve.as follows: SECTION 1. That the stopping of vehicles on the following streets or highways, or portions thereof, shall be prohibited along the west side of Wiley Canyon Road from 88 feet to 238 feet south of La Glorita Circle (total of 150 feet). SECTION 2. That the no -stopping zone, as provided herein, shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described in Section 1. SECTION 3. That staff shall provide the necessary curb markings or signs to effect this Resolution. PASSED, APPROVED AND ADOPTED this day of ,19_.
