City Clerk Announcement
During the Public Participation portion of the meeting, each person wishing to speak should
prepare a three (3) minute presentation. Public Participation speaker's slips must be
submitted to the City Clerk. Anyone wishing to address an item on the agenda should fill
out a speaker's slip and submit it to the City Clerk before the item is discussed. Each person
addressing the Council has three minutes in which to speak, after which time the red light
on the Council dais will appear.
In compliance with the Americans with Disabilities Act, if you need special assistance to
participate in this meeting, please contact the City Clerk's Office, (805) 255-4375.
Notification 48 hours prior to the meeting will enable the City to make reasonable
arrangements to ensure accessibility to this meeting. (28CFR 35.102-35.104 ADA Title II)
Public Participation
This time has been set aside for the public to address the City Council on items that are not
on the agenda. Those items will not be acted upon by Council at this meeting other than to
review and return without action or provide direction to staff. ALL speakers must call or
submit a speaker's slip to the City Clerk prior to this portion of the meeting and prepare a
presentation not to exceed three minutes. The thirty minutes allowed for public input will
be divided by the number of people wishing to speak, maximum time allowed per person
will be three minutes.

UNFINISHED BUSINESS
1. GENERAL PLAN CIRCULATION ELEMENT UPDATE; POSSIBLE
RECONSIDERATION OF SEPTEMBER 30,1997 APPROVAL - On September
30, 1997, the City Council adopted an amendment to the City's General Plan
Circulation Element. At the October 15, 1997 City Council meeting, Councihnember
Boyer requested that the Council consider reconsidering the September 30, 1997
approval.
RECOMMENDED ACTION: City Council consider reconsidering the September
30, 1997 approval of the General Plan Circulation Element Update.
2. TEMPORARY HOMELESS SHELTER NEEDS - The Santa Clarita Valley
Interfaith Council has proposed for City consideration implementing a temporary
homeless needs shelter in anticipation of this winter's El Nino conditions.
RECOMMENDED ACTION: City Council receive the report regarding temporary
homeless shelter needs and provide staff input on this issue.
3. EL NINO PREPARATION = This item is on the agenda to discuss potential areas
of concern within the community pertaining to the anticipated El Nino.
RECOMMENDED ACTION: City Council provide staff with additional direction
in preparation for El Nino.
