Clarita, CA 91355 AGENDA *Study Sessions are for the purpose of allowing the City Council and staff to informally discuss and better understand major issues currently before the city. CALL TO ORDER ROLL CALL FLAG SALUTE CLOSED SESSION Item 1 7:00 - 7:30 p.m. STORMWATER UTILITY THIRD -YEAR UPDATE - In May 1994, City Council created the. Stormwater Utility to provide stormwater management and pollution control services as mandated by the Federal Clean Water Act of 1987. A Utility user fee, similar to an electric or water utility user fee, was established to subsidize services. Council also requested that after three years, an evaluation of the program and its associated user fees be conducted. This evaluation has been completed. RECOMMENDED ACTION: Receive and discuss the staff report and consultant presentation on the Stormwater Utility Third - Year Update and evaluation. Item 2 7:30 - 8:00 p.m. FRANCHISE OPTIONS FOR REFUSE ROLL -OFF BOXES AND TEMPORARY BIN SERVICES - This item was initially presented at the November 12, 1996 meeting of the City Council. Staff was directed to establish communications with affected independent haulers, continue exploring service arrangement alternatives and report back to the City Council.
