informally discuss and better understand major issues currently before the

Item 1
7:00 - 7:30 p.m. PRIORITY REGISTRATION. FOR RESIDENTS IN YOUTH
BASKETBALL - The City of Santa Clarita's Parks and Recreation
programs have experienced significant increases in participation since
the inception of the City nine years ago. Virtually all of. the 200
programmatic sports and recreational offerings are at or near capacity
and, in many cases have an extensive waiting list. In reviewing the
residency status of the Youth Basketball league participants, it has
been determined that 15% of participants live outside Santa Clarita's
City limits, in such areas as Stevenson Ranch, Castaic, Acton, and Agua
Dulce. RECOMMENDED ACTION: Authorize a one-week resident
priority registration period for participants in the Youth Basketball
program.

7:30 - 8:00 p.m. TRANSIT LAND USE COMMITTEE -There is a growing consensus
that transportation and land use planning must be truly integrated:
that we cannot continue to "place all of our eggs into one basket" but
that we must make alternatives to driving attractive so that we have
a truly balanced transportation system. Despite a supportive general
plan, and tremendous improvements to the transit system and trail
system, much more needs to be done. RECOMMENDED ACTION:
Receive staff report.
Item 3
8:00 - 9:00 P.M. CIRCULATION ELEMENT - In September the City Council approved
contracts to proceed with the traffic analysis and environmental impact
report (EIR) to address alternate networks for the Circulation Element
Amendment. A Steering Committee of two members each from the
Council and the Planning Commission was established, represented by
Councilmembers Darcy and Heidt and commissioners Brathwaite and
Kilmeyer. RECOMMENDED ACTION: Receive staff presentation.

9:00 - 9:30 p.m. STATUS REPORT #8 ON LOS ANGELES COUNTY LANDFILL
ISSUES AND PROPOSED ELSMERE CANYON LANDFILL IN
SANTA CLARITA VALLEY - In an effort to keep the City Council and
the public informed on these.issues, the City Manager presents a report
at each meeting. This item was continued by Council action from the
regularly scheduled meeting of February 25, 1997. RECOMMENDED
ACTION: Receive and discuss update information, provide guidance,
and consider any potential new direction to staff.
