SUBJECT: UPDATE ON SANTA CLARITA VALLEY JOINT SEWERAGE SYSTEM
EXPANSION
The Los Angeles County Sanitation Districts are proposing to expand the treatment facilities
of the Santa Clarita Valley Joint Sewerage System (SCVJSS) to meet future needs.
The initial study prepared for the project included findings that this project may have significant
impacts on the environment, and determined that an Environmental Impact Report should be
prepared. Implementation of the plan would result in an expansion of the SCVJSS by adding
15 million gallons per day (mgd) to the existing 19.1 mgd capacity, for a total of 34.1 mgd. The
SCVJSS currently consists of the Saugus Water Reclamation Plant (Sanitation District No. 26)
with 6.5 mgd capacity, and the Valencia Water Reclamation Plant (Sanitation District No. 32)
with 12.6 mgd capacity. The physical expansion of the system would occur exclusively at the
Valencia Water Reclamation Plant, which is located on the west side of The Old Road at Rye
Canyon Road in the unincorporated area.
The proposed facilities expansion would occur over a 15 -year period in two phases, based upon
population growth in the Santa Clarita Valley. The first phase would be a proposed 9 mgd
expansion. The second phase would be a 6 mgd expansion.

These projections are based upon SCAG96 population projections, but the expansion does not
include the population anticipated from the Newhall Ranch development. The Sanitation
Districts have excluded the Newhall Ranch project area in developing these population
projections because. the proposed Newhall Ranch Specific Plan includes the formation of a new
Sanitation District and wastewater treatment facility to exclusively serve itself.

Sanitation Districts staff anticipates that existing SCVJSS capacity will likely be exceeded
around the year 1999. Financing for expansion construction will be through State revolving
funds. Additional financing for the expansion will come from connection fees from new users
only; no fee increase will result for existing users, according to Sanitation Districts staff.
Ultimately, the plan and EIR will become a very important guidance document for long-term
land development in the Santa Clarita Valley. City staff agrees with the initial study findings
that this project may have significant impacts.
Staff suggested that a Sanitation Districts briefing on this matter prior to the formal process
would be beneficial. Mr. James F. Stahl, Assistant Chief Engineer and Assistant General
Manager of the County Sanitation Districts of Los Angeles County, will present a brief update
for City Council information.
