ORCHARD ROOMS 23920 VALENCIA BOULEVARD, SANTA CLARITA u CALL TO ORDER Mayor Smyth called the meeting to order at 8:10 a.m. ROLL CALL All Councilmembers were present. ITEM 1 Mayor Smyth welcomed Assemblymember Runner and attendees to WELCOME the meeting. ITEM 2 Mayor Smyth made introductory remarks. INTRODUCTORY REMARKS BY MAYOR SMYTH ITEM 3 Assemblymember Runner made introductory remarks and INTRODUCTORY introduced members of his staff. REMARKS BY ASSEMBLY MEMEER RUNNER ITEM 4 Councilmembers and Assemblymember Runner discussed the lack of IMPACTS OF a sphere of influence, land use issues and dealing with LAFCO. DEVELOPMENT Suggestion was made that City staff and Mr. Runner's staff work PROJECTS IN THE together to develop a joint strategy for working with LAFCO. UNINCORPORATED AREA UPON SANTA CLARITA ITEM 8 Assemblymember Runner indicated this bill would permit the ASSEMBLY BILL 303 creation of the Los Angeles County Division Authority to examine the fiscal health and service delivery capability of Los Angeles County. Any study done would be presented back to the Legislature and would be paid for by the requesting cities. ITEM 6 Assemblymember Runner indicated this bill would permit two ASSEMBLY jurisdictions to enter into a contractual agreement to apportion sales CONSTITUTIONAL and use tax between them and was getting broad support. AMENDMENT 10 ITEM 7 Assemblymember Runner outlined his perspective on the Governor's GOVERNOR'S BUDGET proposed budget for 1997/98 including welfare reform and school _ 1997/98 class size. ITEM 8 City Manager Caravalho provided an update on the Los Angeles SOLID WASTE County Siting Element, information regarding CalTrans grants and MANAGEMENT the status of the UCLA Summit to be held April 23-24, 1997. There was no public participation. At 9:31 a.m., motion by Boyer, second by Majic, to adjourn to the next regular meeting of the City Council. Hearing no objections, it was so ordered.
