CALL TO ORDER
Mayor Smyth called to order the adjourned regular meeting of the City Council at 4:00 p.m.
ROLL CALL
All Councilmembers were present.
CITY CLERH'S ANNOUNCEMENT
City Clerk Sharon Dawson announced that anyone wishing to address an item on the
agenda should fill out a speakers' slip and submit it to the City Clerk before the item is
discussed.
PUBLIC PARTICIPATION
Addressing the Council at this time was Bob Lathrop regarding the Newhall County Water
District Board election (distributed 2 letters).
FLAG SALUTE
Mayor Smyth led the flag salute.
APPROVAL OF AGENDA
Motion by Darcy, second by Hl$jic, to approve the agenda.
Hearing no objections, it was so ordered.
ITEM 1
UNFINISHED BUSINESS
GENERAL PLAN CIRCULATION ELEMENT UPDATE; POSSIBLE RECONSIDERATIOD
OF SEPTEMBER 30, 1997 APPROVAL
On September 30, 1997, the City Council adopted an amendment to the City's General Plan
Circulation Element. At the October 15, 1997 City Council meeting, Councilmember Boyer
requested that the Council consider reconsidering the September 30, 1997 approval.
Addressing the Council at this time was Ed Dunn, John Annison, Joan Dunn, Vera
Johnson, Cynthia Neal -Harris representing S.C. Oak Conservancy, Marsha McLean, Jack
Curenton representing American Beauty Classics 1 HOA, Barbara Wampole, John Steffan,
Father Ed Renehan, David Royer, Cam Noltemeyer, Connie Worden-Roberts representing
Valencia Industrial Association and the Transportation Committee, Bob Lathrop, Joan
MacGregor representing College of the Canyons, John Lukes, Paul Belli, Allan Cameron
representing the S.C. Citizens Transportation Committee, and Randy Wheeler representing
Newhall Land & Farming.
Motion by Klajic, second by Heidt, to not reconsider the September 30, 1997
approval of the General Pian Circulation Element Update.
On roll call vote:
Ayes: Heidt, Klajic
Noes: Boyer, Darcy, Smyth
Absent: None
Motion does not carry.
Motion by Boyer, second by Darcy, to reconsider the September 30, 1997
approval of the General Plan Circulation Element Update and set a public
hearing for the regular Council meeting of November 25, 1997.
On roll call vote:
Ayes: Darcy, Boyer, Smyth
Noes: Heidt, Klajic
Absent: None
Motion carried.
ITEM 2
TEMPORARY HOMELESS SHELTER NEEDS
Councilmember Darcy reported that the Santa Clarita Valley Interfaith Council has
proposed for City consideration implementing a temporary homeless needs shelter in
anticipation of this winter's E1 Niflo conditions.
Addressing the Council at this time was Collette Maxwell -George, Ed Dunn, Peter Falbo,
Lynn Jay representing St. Stephen's Episcopal Church, Roberta Gillis, Allan Cameron,
Father Ed Renehan, Larry Kanner and Ron Gillis. Two written comments were submitted
on this item.
Motion by Klajic, second by Darcy, to support the City becoming involved
with the Interfaith Council to develop a program for the homeless this
winter and allocating $10,000 for this purpose.
On roll call vote:
Ayes: Heidt, Klajic, Boyer, Darcy, Smyth
Noes: None
Absent: None
Motion carried.
ITEM 8
EL NISO PREPARATION
Acting Director of Field Services Terri Maus introduced Rod Kubomoto from the Los
Angeles County Department of Public Works who outlined County preparations being made

for the anticipated El Niiio. City staff, including Terri Maus, Donna Nuzzi and Mike
Murphy made a slide presentation describing the City's efforts.
Councilmember Darcy left the meeting at 5:30 p.m.
Addressing the Council at this time was Barbara Wampole representing Friends of the
Santa Clara River, Cam Noltemeyer and Allan Cameron. One written comment was
submitted.
Council thanked staff for the presentation.

Council at 7:05 p.m.
