ANTONOVICH SEPTEMBER 3,1997 CALL TO ORDER Mayor Smyth called the meeting to order at 8:17 a.m. ROLL CALL All Councilmembers were present with the exception of Councilmember Boyer due to a death in the family. FLAG SALUTE Mayor Smyth led the Pledge of Allegiance. WELCOME AND INTRODUCTIONS Supervisor Antonovich introduced members of his staff. City Manager Caravalho introduced members of his staff. ISSUES FOR DISCUSSION Mayor Smyth recognized the following issues where the City and County had successfully collaborated: A. Removal of Towsley Canyon from Siting Element B. Tesoro del Valle C. Redevelopment D. Joint Traffic Model E. Landscape Maintenance Districts Transfer F. Plum Canyon Road G. Lost Canyon Storm Drain H. North County Transportation Coalition I. Children's Planning Council Councilmembers and Supervisor Antonovich discussed growth and development in the Santa Clarita Valley for the 21st Century, including the following elements: A. Development in SCV into the year 2000 and beyond B. Consider valleywide Bridge and Thoroughfare District C. Valleywide General Plan opportunities D. Update of County General Plan E. Supporting local small businesses Councilmembers and Supervisor Antonovich discussed the following collaboration opportunities: A. Flood Control and preparation for the expected El Nino this winter. B. Development Standards for Future Annexed Areas C. Siting Element/Elsmere PUBLIC PARTICIPATION Addressing the Council and Supervisor at this time was Marsha McLean, President of the Santa Clarita Valley Canyons Preservation Committee, regarding Elsmere and the UCLA Summit; Vera Johnson, representing the Santa Clarita Citizens Transportation Committee, regarding transportation and roadways; and John Steffen, regarding the Sheriffs Department. CLOSING REMARKS Supervisor Antonovich made closing remarks. ADJOURNMENT Motion by Darcy, second by Heidt to adjourn the special meeting of the City Council at 9:18 p.m. Hearing no objections, it was so ordered. ATTEST: 97sepUp 2
