HomeMy WebLinkAbout1997-03-04 - MINUTES - STUDY SESSION (2)City Council Study Session March 4,1997 Call To Order: 7:00 p.m. Roll Call: All Councilmembers were present Pledge of Allegiance: Led by Mayor Smyth Item #1 PRIORITY REGISTRATION FOR RESIDENTS IN YOUTH BASKETBALL - John Danielson, Park & Recreation Manager, presented the report including a description of the classes and programs available and the facilities and how they are used. Council discussion and concerns: the proposal would hurt some and help others; the possibility of giving a break to those people whose property was actively under the annexation procedure; making the proposal as fair as it could be; other basketball programs in the area and people who are involved in more than one league; the number of girls and boys currently enrolled; offering those on the waiting list first choice in the summer league; increasing the number of members on each team; exploring the possibility of using a tent in winter; having no boundary lines: one valley, one community, one city; the County needing to be aware if they are not providing sufficient service to meet the needs of County residents; not penalizing the children; exploring additional gym space and other options. Public Participation: Ed Dunn, representing Newhall County Water District; Connie Worden-Roberts. Item #2 TRANSIT LAND USE COMMITTEE - Ron Kilcoyne, Transportation Manager, presented the report with Nicole Kvarda, Administrative Analyst, making a slide presentation. Council discussion and concerns: recommended Peachland and Lyons be considered as a pilot project; mixed use being the "way to go"; and locating residential above commercial uses. Public Participation: Connie Worden-Roberts, Ed Dunn. Item #3 CIRCULATION ELEMENT - Jeff Lambert provided an update on the status of the Circulation Element; action by Council is anticipated in October, 1997. Council discussion and concerns: needing a glossary of terms and detailed map showing the interchanges to be considered. Public Participation: Vera Johnson, Ed Dunn. Item #4 STATUS REPORT #S ON LOS ANGELES COUNTY LANDFILL ISSUES AND PROPOSED ELSMERE CANYON LANDFILL IN SANTA CLARITA VALLEY - City Manager George Caravalho provided the update. Council discussion and concerns: having the City Manager retain control of this issue until after the UCLA conference and then turning it over to Public Works; reports to be made on the Council agenda once a month. There was no Public Participation on this item Mayor Smyth called for general Public Participation; there was none. Motion by Boyer, second by Darcy to adjourn the meeting.
