City Council Study Session
April 1, 1997
Call To Order: 7:00 p.m.
Roll Call: All Councilmembers were present

Item #1 SANTA CLARITA TRANSIT COMMUTER EXPRESS BUS SERVICE -Lynn
Harris, Director of Public Works/Deputy City Manager, provided an update on
the service and introduced Mr. Terri Van DerAa, President and Chief Executive
Officer of ATC/Vancom, Inc., who identified actions the company is taking and
going to take to restore service to Santa Clarita standards.
Council discussion and concerns: whether the air conditioning had been repaired
on all buses; the number and schedule of when replacement vehicles would be
arriving; the possibility of terminating the contract; the importance of the bus
system to the City, the community and the residents; providing reliable service
to the people and protecting their livelihoods; management and mechanical
problems with the company; the condition of the buses and the frequency of
breakdowns; and locations for parking the buses.
Public Participation: Richard Ferguson, ambassador appointed to work on
improvements to the system (submitted "Bus # Trouble Listing"); Cheryl
Grotefend, ambassador; Marilyn Woodward and two unnamed gentlemen (not
ambassadors).
Item #2 SIGNAGE TASK FORCE AND UPCOMING DEADLINE FOR
COMPLIANCE - Ken Pulskamp, Assistant City Manager, presented the report
and discussed the upcoming November, 1999 deadline for compliance with the
Sign Ordinance. Conal McNamara displayed a slide presentation of several
signs. in non-compliance and several signs in compliance with the Code.
Council discussion and concerns: how the City gets compliance with the Code
and recovers the cost for gaining compliance; ensuring that enforcement is
handled equitably; the possibility of low-interest loans being available for
replacement, sign costs; and bringing the item back on a future Council agenda
for Council action to reaffirm the intent of the Sign Ordinance.
Public Participation: Larry Bird and Jan Meggs.
Item #3 DESIGN REVIEW - Ken Pulskamp, Assistant City Manager, introduced Mike
Rubin, Associate Planner, who outlined the report describing the history of
design review, the current procedure, and some options for new or additional
procedures by which department proposals may be reviewed for their aesthetic
merits. Slides showing architectural themes were also displayed.
Council discussion and concerns: preference for the different options; having a
computer program so people can see what the City is looking for; making the
presentation available on public access tv.
Council consensus in support of Option 2, staff implementation of adopted
design review guidelines.
Public Participation: an unnamed gentleman expressed support for having a
phone number to call in with questions if the presentation is made available on
public access tv and that the City allow some individuality.
Item #4 COUNCIL COMMENTS - Councilmember Boyer requested an item be placed
on the April 8, 1997 Council agenda to consider a sister city in India.
Councilmember Heidt commented on the Metrolink service and how they
determine success.
Mayor Smyth called for general Public Participation; there was none.
Motion by Boyer, second by Darcy, to adjourn the meeting at 9:18 p.m.
