A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA TO SUPPORT THE REAUTHORIZATION OF ISTEA
WHEREAS, Congress is reviewing the reauthorization of Intermodal Surface
Transportation Efficiency Act (ISTEA II or NEXTEA) which will continue to reshape federal
transit and highway programs and promote intermodalism nationwide; and
WHEREAS, In 1991 with bipartisan support from the White House and Congress, ISTEA
allowed for the development of new partnerships between federal, state and local governments
and focused federal appropriations and local decision making on creative solutions to mitigate
congestion, improve air quality and move goods and people; and
WHEREAS, ISTEA brought the Los Angeles region innovative transportation programs
such as: the creation of the first telecommunications village, the addition of carpool lanes, the
expansion of the Metro Rail network and the creation of Metrolink, Freeway Service Patrol, call
boxes and bikeways; and
WHEREAS, the Los Angeles County Metropolitan Transportation Authority (MTA) has
sponsored a regional list of projects for ISTEA II funding; and
WHEREAS, MTA's sponsored projects in ISTEA II address the region's transportation
needs in the categories of bus, rail and highway projects; and
WHEREAS, We support the reauthorization of ISTEA II for the federal investment in
the L.A. County region in order that funding may provide for such high priority projects as: the
Bus System Improvement - Acceleration of Replacement Vehicles; the Metro Rail Red Line
extensions for Segment 3 Mid City, Segment 4 San Fernando Valley East-West and Segment
4 East Los Angeles extension; the Interstate 10 HOV Lane/EI Monte Busway Extension and San
Gabriel Valley; Alameda Corridor East -Gateway to America and the Santa Monica Boulevard
Transit Parkway will have a significant impact in the region; and
WHEREAS, In Los Angeles County alone, 6.5 million people drive to work, over 1 million
people ride the bus and over 125,00 people ride the Metro Red Line and Metrolink systems; and
WHEREAS, Los Angeles County's population is nearly one-third of California's
population which is larger than 42 states. Los Angeles County is the 20th largest economy in
the world and generates more economic activity than all but eight states in America;
NOW, THEREFORE, BE IT RESOLVED, that Congress supports the reauthorization of
ISTEA and MTA's sponsored project list to ensure that the region is part of the integrated
national transportation system and that the City of Santa Clarita reaffirms its commitment for
ISTEA for the impacts it will have on the mobility of goods and services for the region.
