SUBJECT: FORMATION OF A2000 CENSUS SCV COMPLETE COUNT
COMMITTEE

RECOMMENDED ACTION
Receive staff presentation and appoint a Council Complete Count Subcommittee.
Direct staff to begin formation of a multi -agency SCV Complete Count Committee
to encourage participation in the 2000 Census.
BACKGROUND
On April 28, 1998, Mayor Heidt and George Caravalho met with representatives
from the US Census Bureau to discuss the 2000 Census: The Bureau suggested
that the City take the lead in forming a local 2000 Complete Count Committee.
The goal of this committee would be to coordinate local publicity efforts with the
federal government's national Census publicity campaign in order to encourage
all residents to be counted.
It is in the City's interest to have a complete count because many revenue sources
for . the City are based, wholly or partially, on population. The City's
Administrative Services Department estimates that population -based revenue
sources for the proposed FY 98/99 Budget will be over $16.5 million. Some of
these sources include gas tax, state motor vehicle in -lieu, Proposition C -local
return, and park bond -entitlement. (See attached exhibit) The City receives
approximately $115 per person, per year based upon our current 143,836
population (State Department of Finance population estimate updated yearly
based on the 1990 Census).
How much would undercounting cost the City? On average, the Census Bureau
estimates that the 1990 Census undercount in the Los Angeles area averaged 4%,
with greater undercounts noted in minority and non-English speaking areas. The
City's Administrative Services Department prepared a 2000 Census undercount
cost estimate based on the City's current population and the regional undercount
average of 4%. (See attached exhibit) The City could be undercounted by over
5,700 people, resulting in a potential yearly revenue loss to -the City of greater
than $660,000. Since the Census counts remain valid for ten years, the potential
ten year potential loss to the City could exceed $6.6 million.
A Complete Count Committee, to be effective, would need to include
representatives from various community organizations such as schools and
churches.. Complete Count Committee actions would include identification of
methods. to publicize the 2000 Census, particularly among segments of the
community that are traditionally undercounted.
City staff is presently working with Los Angeles County to create a local address
list for all inhabited properties in the City. City staff is also working with the
County to identify City boundaries and block groups for use in census -taking
efforts.

For every person not counted, the 10 year impact would be approximately $1,153.70 in lost dollars to the City.
Using the average undercount percentage for L. A. region of 4%, the City if undercounted
would be potentially losing $6,637,236 dollars for the next 10 years. This was calculated as follows:
143,836 (1998 population) X .04 (undercount potential) = 5,753 (amount of people not counted)
5,753 (people not counted) X $1,153.70 (per person for the next 10 years) = $6,637,236 (potential loss)
