HomeMy WebLinkAbout1998-07-14 - AGENDA REPORTS - AGMT WITH RINCON FOR EIR (2)CITY OF SANTA CLARIT9pproval: AGENDA REPORT NEW BUSINESS City Manager Item to be presented by: Jeffrey Lambert DATE: July 14, 1998 SUBJECT: AUTHORIZATION TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH RINCON CONSULTANTS TO PREPARE AN ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE GOLDEN VALLEY ROAD AND HIGH SCHOOL PROJECT (MASTER CASE 98-114: GENERAL PLAN AMENDMENT 98-003/ ZONE CHANGE 98-002). DEPARTMENT: Planning & Building Services RECOMMENDED ACTION City Council authorize the City Manager to enter into a professional services agreement, between the City of Santa Clarita and Rincon Consultants to prepare an Environmental Impact Report (EIR) for the Golden Valley Road and High School Project for a total contract amount not to exceed $79,730 plus a ten percent contingency from account 4362- 8001, subject to City Attorney approval. BACKGROUND On February 24, 1998, the City Council approved a memorandum of understanding (MOU) with the William S. Hart High School District regarding the construction of Golden Valley Road and a new high school. Both parties subsequently ratified this MOU. At that time, staff envisioned that a focused EIR could be prepared for the project. The Cfty's Engineering staff began reviewing information supplied by the two engineering firms working on the project. After numerous studies and discussions with property owners along the corridor, an alignment was determined. Planning staff then prepared an environmental initial study and the determination was made that a complete EIR would be required. The determining factors included: the number and scope of the utility corridors, land use' issues, an existing fault, existing petroleum facilities, biological considerations and aesthetic considerations due to the massive grading effort and its effect on identified ridgelines. ANALYSIS The project that is being analyzed by the EIR consists of many components. The first component would be the high school site. The high school would be built in an area 0 1 U uil ED At-renda ltems%9q currently not served by public services. The design of the school would require the mass grading of an existing ridgeline and the export of approximately 1,000,000 cubic yards of material, which would be used for the construction of Golden Valley Road. The second component would be the construction of Golden Valley Road from near the City's Sports Complex to Sierra Highway. The road would require the movement of several million cubic yards of material and would traverse several major utility corridors. The road would traverse a ridgeline and the road cuts would be seen from existing residential areas. The current alignment of Golden Valley Road will effect approximately 20 different property owners. The zoning of some areas is inconsistent with the existing approved uses on the site and the school district is requesting a more intensive land use designation. In addition, staff is initiating some minor zone changes to create a more concise zoning boundary in the eastern portion of the alignment. Therefore, staff is initiating a General Plan amendment and zone change to "clean up" the zoning inthe area of the new road as the third component. The current alignment includes a portion of the road traversing the Porta Bella site. This would effect the extreme northeasterly corner of the site. This alignment comes in close proximity to the proposed Santa Clarita Parkway in the Porta Bella Specific Plan. This alignment will necessitate the realignment of this road. Therefore, the final component of the project is a modification to the approved specific plan. Specifically, a' modification would be required to modify this alignment and amend adjacent land use boundaries. The Porta Bella developer is also requesting a modification to the approved development agreement. The modifications proposed include: Allowing development on a portion of the site deemed "clean" by the State prior to the entire site being deemed "clean", modification to the schedule of off and on site roadway improvements and a different phasing schedule. ALTERNATIVE ACTIONS Additional actions available to the City Council include: 1. The City Council could separate the modifications to the Development Agreement and Specific Plan for the Porta Bella project and condemn the land necessary for that portion of the road which traverses that project. 2. The City Council could delete the proposed General Plan and Zone Changes proposed along the road corridor as part of this project. 3. Any other combination of actions described above or other action identified by the City Council. FISCAL IMPACT When the City Council approved the MOU with the Hart High School District, they also authorized the City Manager to execute a contract with Rincon Consultants for an amount not to exceed $25,000 for the City's portion. Since that time, the scope of the project has changed and the costs of the environmental documentation have increased. The new cost for the project, which includes an EIR, is $79,730. The costs of the document will be shared with the School District and the Porta Bella developer. The City's portion would be approximately $35,000 or an increase of $10,000. Since the City is the lead on the EIR, the contract is between the Consultant and the City with the other parties depositing the money with the City. Funds for these services are available in the existing Bridge and Thoroughfare District Fund. ATTACHMENTS February 24, 1998 Staff Report Memorandum of Understanding with the William S. HART SCHOOL DISTRICT REGARDING ALIGNMENT OF GOLDEN VALLEY ROAD AND PROPOSED HIGH SCHOOL SITE DEPARTMENT: Planning and Building Services RECOMMENDED ACTION Accept the proposed alignment of Golden Valley Road between Soledad Canyon Road and Sierra Highway. Approve Memorandum of Understanding and authorize the City Manager to execute a contract not to exceed $25,000 with Rincon Consultants for environmental services for Golden Valley Road and the proposed high school site grading subject to City Attorney approval. BACKGROUND The City's General Plan Circulation Element identifies the ultimate roadway network for the build out of the General Plan. This network includes Golden Valley Road. This roadway is also identified in the Bridge and Thoroughfare District and would be an important additional roadway link to improve travel within the City. The William S. Hart Union School District is considering a new high school to be located at the intersection of Golden Valley Road and Via Princessa. The School District needs to gain access to this site along Golden Valley Road. The City has been in negotiations with the Santa Clarita Business Park Company regarding a business park development along Soledad Canyon Road at Golden Valley. This project is scheduled for a Planning Commission hearing on March 3, 1998. This applicant has discussed the construction of this portion of Golden Valley Road as its Bridge and Thoroughfare obligation. Staff is endeavoring to coordinate the road design and construction with the grading of the high school site in order to accomplish cost savings to the City and the School District. ANALYSIS The City and the District have a shared interest in improved roadways and educational opportunities within the City of Santa Clarita's boundaries. The Project represents a unique A I NO , WED opportunity to build an important link in the City's roadway network while at the same time furthering the development of a new high school. The City and District are committed to working together regarding the Project and to make every effort to cooperate throughout the processing of the Project through the City. The purpose of this MOU is to ensure that the City and the District have reached a non-binding understanding with respect to certain points that are fundamental to the two parties and without which, the time and effort that will go into the Project would not be warranted. The City and the District recognize that there are significant benefits to both parties to complete the construction of Golden Valley Road and new high school. GOLDEN VALLEY ROAD ALIGNMENT Attached to this report is a map showing the proposed alignment of Golden Valley Road between Soledad Canyon Road and Sierra Highway. An alignment study has been conducted and this roadway location has been determined to satisfy the General Plan and accepted engineering design principles. A small segment of the alignment crosses a portion of the Porta Bella site. This City can either accept a voluntary dedication of this land from the property owner or condemn and purchase the property in order to facilitate the construction of the road. Golden Valley Road was not considered as part of the Porta Bella project approvals and does not serve this future project. Should the property owner wish to dedicate this site to the City, this would satisfy the project's obligation to. dedicate 8 acres for public purposes. ALTERNATIVE ACTIONS The City Council could take either of the following actions regarding this matter: Reject the MOU and allow Golden Valley Road and the high school site to be designed and reviewed independently without coordination. Other alternatives as determined by the Council FISCAL IMPACT The fiscal impact of this action is the City's proportionate share of the Rincon Consultants contract for environmental services not to exceed $25,000. Funds for these services are available in the Bridge and Thoroughfare District Account No. 302-6193. ATTACHMENTS Memorandum of Understanding Map of Proposed Golden Valley Road alignment and high school site cd\council \hartmou.yl GOLDEN VALLEY ROAD MEMORANDUM OF UNDERSTANDING Preamble This Memorandum of Understanding ("MOU") is designed to summarize the basic elements of understanding between the City of Santa Carita ("City") and the William S. Hart Union High School District ("District") in the design, environmental review and possible approval of Golden Valley Road between the northerly boundary of Tract 42670 and Sierra Highway, the intersection of Golden Valley Road and Via Princessa, and grading for the proposed high school site and street access (the "Project").
