Disqualify -the apparent low bidder, TCGE, Inc., due to non -responsiveness of the bid requirements. 2. Award a contract to the lowest_ responsible bidder, Valley Crest, in the amount of $3,511,780, which includes base bid only and a 10 percent contingency. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. 3. Authorize entering into a contract with Willdan Associates, not to exceed $65,000 for construction inspection service. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. 4. City Council transfer $770,000 from Account #F3003001-8001 and $112,000 from F3003052- 8001 into Account #P4001001-8001 and P4001052 respectively. 5. Authorize entering into a contract with RJM Design Group, not to exceed $150,000 for design of Phase II. Funding is budgeted and available in Account #P4002001-8001. Authorize City Manager or designee to execute all documents, subject to City Attorney approval. On October 15, 1997, the City Council authorized the advertisement of Central Park Phase I Project No. 99-057. This project is approximately 20 acres in size and is located on Bouquet Canyon Road. The site amenities include lighted softball fields, sports fields, landscaping, restroom, walkways,. parking lot, and infrastructure to support the site. However, their bid was deemed non-responsive for failing to meet all bid requirements. After review by the City Attorney, staff is recommending that City Council disqualify TCGE, Inc. The lowest responsible bidder has been identified as Valley Crest, who has a long history in park development and is qualified to complete this project. In addition, staff is recommending at this time to grade the entire leased area in preparation for the construction of Phase II. Phase II will include two lighted softball fields, two lighted sports fields, landscaping and automated irrigation system.
