SUBJECT: CITYWIDE STORM DRAIN REPAIRS
DEPARTMENT: Transportation and Engineering Services
RECOMMENDED ACTION
City Council approve and authorize the design and construction of storm drain repairs. Appropriate
$200,000 from Stormwater Utility Fund Balance to Annual Citywide Storm Drain Repairs, Account
No. M0007456-8001.
Staff has identified 42 storm drains that have not been transferred to the Los Angeles County Flood
Control District. Of this number, approximately 10 are in the process of being routinely transferred,
12 have been identified as non -routine and more difficult to facilitate transfer, and the remaining
20 are City -owned storm drains that need to be repaired to facilitate their transfer to the County.
Currently, the Stormwater Utility Field Crew maintains City storm drains until they can be
transferred to the County.
Staff recommends that all eligible storm drains be transferred to the County to reduce City
maintenance costs. The requested funds will be used to complete necessary repair work and pay any
required processing and inspection fees so the 20 City -owned storm drains can be transferred. Based
on preliminary inspections, it is estimated that of the 20 storm drains, 12 to 14 can be repaired and
transferred with the requested funds. This will be a significant step toward eliminating the backlog
of storm drain transfers and should be continued until all eligible facilities have been repaired and
transferred. Once this is accomplished, the annual costs for City storm drain maintenance and the
related liability will be significantly reduced.
Staff recommends that the construction be completed by the Los Angeles County Flood Control
District for two reasons: (1) the cost estimates obtained from two private contractors were much
higher; (2) since the Flood Control District is the agency taking over the maintenance of the storm
drains, inspection costs and construction problems will be avoided, thus costing the City less money
and making the transfer process easier.
ALTERNATIVE ACTIONS
Continue maintenance of Storm Drain Facilities and assume liability for their proper operation.
FISCAL IMPACT
An amount of $200,000, identified in the Stormwater Utility Fund Balance for the storm drain
improvements, needs to be committed to this project.
