RECOMMENDED ACTION
City Council declare three vacancies on the Planning Commission and three vacancies on the
Parks and Recreation Commission and approve the appointment process.
BACKGROUND
On July 31, 1998, the terms of Planning Commissioners Louis Brathwaite, Bob Kellar and
Michael Berger and Parks and Recreation Commissioners George Stigile and Jeff Wheeler will
expire. One additional vacancy exists on the Parks and Recreation Commission as a result of
Laurene Weste's election to the City Council. Due to term limits, Louis Brathwaite and Jeff
Wheeler are not eligible for reappointment to their respective Commissions.
Pursuant to procedures adopted by the City Council, below is a preliminary schedule to
complete the appointment process:
May 26 Council declares vacancies (regular Council meeting)
May 28 City Clerk posts and publishes Notice of Vacancy per Government
Code 54974. Prospective candidates may pick up applications in
the City Clerk's Office. (published twice and posted in the Clerk's
Office, the Libraries, and the Sheriffs Office)
May 28 -June 19 City Clerk receives applications. Councilmembers Darcy, Ferry and
Weste review the applications.
July 14 Councilmembers Darcy, Ferry'and Weste submit nominations for
ratification by the City Council (regular Council meeting).
The City Clerk administers the oath of office to the Commissioners at the first regular meeting
of the Commissions in August, 1998.

Duties: The Planning Commission shall have the power and duty, except as otherwise provide by law, to: investigate
and make recommendations to the City Council regarding review of proposals for major public works projects; review
proposals for acquisition of property for street, park or other public purposes; make recommendations to the City Council
with respect to a specific plan or regulation or amendment; hold public hearings on proposed zoning; hear and decide
applications for conditional uses or other permits; hear and decide applications for exceptions or variances; consider
tentative maps of proposed subdivisions; have and exercise all of the powers, duties, rights, privileges and authorities
of a City Planning Commission, as provided for by the State of California.
Qualifications: Each of the five (5) Commissioners shall be a resident of the City and shall be appointed by and serve
at the pleasure of the City Council.

Duties: The Parks & Recreation Commission shall have the power and duty, except as otherwise provide by law, to:
advise the City Council in all matters pertaining to parks and public recreation, and to cooperate with other
governmental agencies and civic groups in the advancement of sound park and recreation planning and programming,
and have and exercise all of the powers, duties, rights, privileges and authorities of a City Parks & Recreation
Commission, as provided for by the State of California.
Qualifications: Each of the five (6) Commissioners shall be a resident of the City and shall be appointed by and serve
at the pleasure of the City Council.
