HomeMy WebLinkAbout1998-04-28 - AGENDA REPORTS - COMMUTER RAIL TRAIL (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: April 28, 1998 City Manager Approv &� Item to be presented by: Rick Pu Y am SUBJECT: COMMUTER RAIL TRAIL REFORESTATION PROJECT DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council waive the competitive bid process and award contract to California Conservation Corps to help meet the City's Youth Employment Goal, contract is not to exceed $75,000, and authorize a 10 percent contingency. The funds have been budgeted in Fiscal Year 1997/98, in Account No. P3006210-8001. Authorize the City Manager or designee to execute and sign all documents, subject to City Attorney approval. The Parks, Recreation, and Community Services Department was successful in obtaining a $90,000 Urban Tree Planting competitive Grant to plant trees between Langside Drive and Camp Plenty Road, on the south side of Soledad Canyon Road. Staff is recommending that $75,000 plus a 10 percent contingency totaling $82,500 be awarded for construction costs. The balance remaining from the $90,000 grant will be applied toward the design. As a result of awarding a contract to the California Conservation Corps the bid process had to be modified. Normally three competitive bids are obtained from vendors who each provide a quoted price on what they believe, based on their estimates, what it will cost to complete specified work outlined by City staff. Typically Staff will choose the lowest bidder who can complete the specified work. However, in this case, in order to achieve the City's goal of youth employment, staff is recommending that the Council waive the competitive bid process and award the contract to California Conservation Corps. The California Conservation Corps has a proven record of successfully completing projects of this nature, and their skills in conducting training and providing supervision to youth are well documented. Staff has designed a program so the California Conservation Corps can complete the entire project. The scope -of -work for the California Conservation Corps include planting trees, installing irrigation, reading blueprints,operating motorized equipment, and ordering and receiving materials. The Parks, Recreation, and Community Services Department and the California Conservation Corps envision a project that will foster youth involvement and community improvement in the following ways: • The project will provide local area youth with summer employment and will provide them with marketable skills. • Fifty percent of the work force will be local youth from our community. The remaining work force will be youth from surrounding areas with skills to pass on to the newly hired local youths. • This project will instill a work ethic and sense of ownership and pride in their community. • The high visibility afforded this project by its location within the City, provides an opportunity to use this program as a living attraction to accent the involvement of our Youth Employment Apprenticeship and Urban Forestry Volunteer Program. • Local vendors will be sought out to bid on necessary materials. • This reforestation will be a welcome increase in terms of benefits to the wildlife habitat along the adjacent Santa Clara River. • The project will establish excellent visual scenic benefits to the thousands of residents, adjacent commercial communities, automotive commuters, and the MTA Metrolink public transportation system and compliment the existing trail system. The program outlined above offers the City an opportunity to continue its support of urban forestry, exceed the grant's goals to provide youth a positive work experience, and support local vendors. The high visibility of this project will enhance community pride and foster youth development while creating a living asset. The City Attorney's office has reviewed and approved the modification of the bidding process to support awarding this project directly to the California Conservation Corps.
