IMPLEMENTATION REPORT RESOLUTION 98-106 DEPARTMENT: Planning and Building Services Department RECOMMENDED ACTION Receive report, open public hearing, receive testimony, close public hearing, adopt Resolution 98-106, and direct staff to deliver it and the 1998 LIR. to MTA on or before the September 1, 1998, deadline. BACKGROUND The Congestion Management Program (CMP) is a state -mandated program administered by the. Metropolitan Transportation Authority (MTA) to link land use, transportation, and air quality decisions and to address transportation needs on a regional basis. The City is required to participate in this program in order to receive Proposition 111 gas tax funds. Participation in the CMP in 1998 requires adoption of the compliance resolution (Resolution 98-106, attached), and reporting on new development activity and new transportation improvements to the MTA. This report either credits or debits the credit bank established in the 1994' CMP reporting process. New development activity is debited against the bank and transportation improvements are granted additional credits. Last year, the City submitted 15,364 credit points and 4,122 debit points (11,242 points total), yielding a total of 274,318 points, the fourth highest amount awarded in Los Angeles County. Staff is submitting. a report to the MTA this year, which claims 24,289 credit points and 8,041 debit points (16,248 total points), for a preliminary net balance of 290,566 credits. MTA requires that the City Council adopt Resolution 98-106 through a public hearing process. Public notice was posted in The Signal on August 10, 1998. Staff will deliver the adopted resolution and the 1998 Local Implementation Report (LIR.) to MTA staff for consideration on or before the September 1, 1998, deadline. Net 1998 Credit Value: 47 Section Il.d, Page 1 RESOLUTION NO. 98-106 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, FINDING THE CITY TO BE IN CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM (CMP) AND ADOPTING THE CMP LOCAL IMPLEMENTATION REPORT IN. ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION 65089 WHEREAS, the Los Angeles County Metropolitan Transportation Authority ("MTA"), acting as the. Congestion Management Agency for Los Angeles County, adopted the 1995 Congestion Management Program in November 1995; and WHEREAS, the adopted CMP requires that MTA annually determine that the County and cities within the County are conforming to all CMP requirements; and WHEREAS, the adopted CMP requires submittal to the MTA of the CMP local implementation report by September 1 of each year; and WHEREAS, the City Council held a noticed public hearing on August 25, 1998. THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City of Santa Clarita has taken all of the following actions and that the City of Santa Clarita is in conformance with all applicable requirements of the 1995 CMP. By June 15, of odd -numbered years, the City of Santa Clarita will conduct annual traffic counts and calculate levels of service for selected arterial intersections, consistent with the requirements identified in the CMP Highway and Roadway System Chapter. The City of Santa Clarita has locally adopted, and continues to implement a transportation demand management ordinance, consistent with the minimum requirements identified in the CMP Transportation Demand Management Chapter. The City of Santa Clarita has locally adopted and continues to implement a land use analysis program consistent with the minimum requirements identified in the CMP Land Use Analysis Program Chapter. The City of Santa Clarita has adopted a Local Implementation Report consistent with the requirements identified in the CMP. This report balances traffic congestion impacts due to growth within the City with transportation improvements and demonstrates that the City is meeting its responsibilities under the Countywide Deficiency Plan. SECTION 2. That the City Clerk shall certify to the adoption of this Resolution and shall forward a copy of this Resolution to the Los Angeles County Metropolitan Transportation Authority.
