SUBJECT: CONTRACT AWARD - CITY HALL ELEVATOR UPGRADES

RECOMMENDED ACTION
Staff recommends that the City Council approve the award of the contract for the elevator upgrades to the
sole source provider and authorize the City Manager or his designee to execute a contract with the Schindler
Elevator Corporation in the amount of $25,000, subject to City Attorney approval. This amount was
approved in the fiscal year 1997-98 budget for Account 5501-8640.
BACKGROUND
In the fiscal year 1997-1998 budget, the City Council approved the expenditure of $25,000 to upgrade the
elevator doors and operators at City Hall. This request was made because the current doors and operators
have malfunctioned several times. The operators are the actual mechanisms that open the doors, and include
parts such as the electric drive motor, the belt drive mechanism, limit switches, and the door guides and
rollers. The upgrade involves the replacement of the doors and operators, resulting in quieter, faster, and
safer operation of the elevators. The Schindler Elevator Corporation, the second largest elevator
manufacturer in the nation, makes the upgraded doors and operators.
Staff is requesting approval to award the elevator upgrade contract to Schindler for several reasons. First,
Schindler is the manufacturer of the City Hall elevators, and they can properly install and maintain the
upgrades. Second, the City currently has a contract with Schindler for elevator maintenance and repair. This
contract has been in place for two years, and the City has received excellent service throughout the duration
of the contract. A portion of this contract does release Schindler from any liability should another contractor
perform service on the elevators in any way. In addition, the current work requirement is an extension of the
original elevator installation, and the upgrade substantially relies on the experience gained during the original
installation. Based on these factors, Schindler as a sole source provider, is recommended for the necessary
upgrades.

ALTERNATIVE ACTIONS
Council may determine that Schindler Elevator Company is not the sole source provider of the necessary
upgrades, and direct staff to seek competitive bids for the project.
FISCAL ACTION
Funds for this project were approved by the Council during the 1997-1998 fiscal year budget process.
