HomeMy WebLinkAbout1998-05-26 - AGENDA REPORTS - CONTR FOR PROFESSIONAL SERVICE (4)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: May 26,1998 City Manager Approval: Item to be vresented b, SUBJECT: AWARD OF CONTRACT FOR PROFESSIONAL SERVICES TO STUDY THE IMPACTS OF RELINQUISHMENT OF SIERRA HIGHWAY BY THE STATE OF CALIFORNIA TO THE CITY OF SANTA CLARITA DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION City Council authorize the City Manager or his designee to negotiate a contract with Construction Management Inspection for Professional Services to Study the Impacts of Relinquishment of Sierra Highway in an amount not to exceed $60,000.00, and authorize the transfer of funds in the amount of $27,000.00 from the Council Contingency Fund, Account No. 1240-7401, to the Transportation & Engineering Services Project Development Fund, Account No. 4321-8028. BACKGROUND The State of California Department of Transportation is proposing to relinquish control of Sierra Highway to the City of Santa Clarita. This action will require the City to assume full responsibility for the existing roadway. To minimize unknown impacts related to liability and maintenance issues, a study of existing needs and deficiencies is necessary. When relinquishment occurs, the City will have the ability to set design standards and level of construction, and to control events that occur within this right-of-way. At the present time, Caltrans must approve any activity the City wishes to undertake in the area. Along with the capacity to control activities in the right-of-way, the City will be required to include the facility in the City's maintenance program. Prior to the City's incorporation, the State entered into an agreement with the County of Los Angeles. As a result of the State construction of SR14, the County agreed to assume responsibility of Sierra Highway. Portions of the road have already been relinquished to the County and City. Discussions about this particular stretch have been ongoing for years. The State is now intensifying its efforts to resolve these outstanding relinquishment issues. This study is an effort to outline the steps necessary to bring the portion of road to a "reasonable condition" for the City to take over maintenance. If an equitable resolution to the issue cannot be reached soon, the State may move forward with the relinquishment without the City's agreement. APPR� 1 RELINQUISHMENT OF SIERRA HIGHWAY May 26,1998 - Page 2 The proposed study will provide for an in-depth evaluation resulting in an inventory of issues, needs, and deficiencies in the State right-of-way. Staff will utilize this inventory in future relinquishment negotiations with Caltrans representatives. Staff believes the transfer of ownership will occur in the near future, and a "needs assessment" is the most effective and beneficial approach to prepare for upcoming negotiations. Ten firms were solicited to respond to the "Request for Proposals" (see attachment), and five firms responded. Staff performed an evaluation of the responses, with the firm of Construction Management Inspection rating the most responsive to the City's needs. ALTERNATIVE ACTIONS Other action as determined by City Council. FISCAL IMPACT The study will be funded by the Transportation & Engineering Services Project Development Fund, Account No. 4321-8028, in the amount of $33,000.00, and Council Contingency Fund, Account No. 1240-7401, in the amount of $27,000.00.
