HomeMy WebLinkAbout1998-06-09 - AGENDA REPORTS - CONTR LMD (2)AGENDA REPORT City Manager Approval Item to be presented b�- John Danielson CONSENT CALENDAR DATE: June 9, 1998 SUBJECT: AWARD MAINTENANCE CONTRACT FOR LANDSCAPE DISTRICT ZONES T4 — T7 DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council award contract to California Landscape for $165,924, and authorize a 15 -percent contingency expenditure. The funds have been requested for Fiscal Year 1998/99 in Account Nos. 7507, 7508, 7512, 7513- 8001; subject to City Council adoption of the Fiscal Year 1998/99 budget. Authorize the City Manager or his designee to execute and sign all documents, subject to City Attorney approval. BACKGROUND The jurisdiction over the Landscape Maintenance Districts was transferred from the County of Los Angeles to the City of Santa Clarita in July of 1997. Upon the transfer, the City assumed all of the landscape maintenance contracts that were in place. The agreement for Zones T4 through T7 expired in June of 1991, and has been extended annually. The City put these zones out to bid with the expectation that a single contract be awarded since the four zones are all adjacent to each other: Valencia Meadows, Valencia Glen, South Valley, Central Valley, and North Valley. The bid specifications require that the contractor have on-site staffing five days per week at the prescribed hours in each of the four zones. The specifications require all maintenance personnel to be supervised by a supervisor. The irrigation systems are required to be checked daily and to be adjusted weekly. In order to fulfill these requirements, the contractor would need at least a minimum of 240 staff -hours per week. The bidders were also required to submit information on crew schedules. The bid amounts have been tabulated on the attached Bid Information Sheet. The lowest two bidders did not provide the minimum workforce requirements of 240 staff -hours in their bid. FISCAL IMPACT The Landscape Maintenance District expenses are funded through annual assessments. There is no fiscal impact by this action.
