HomeMy WebLinkAbout1998-06-23 - AGENDA REPORTS - COPS UNIVERSAL HIRING (2)NEW BUSINESS DATE: SUBJECT: DEPARTMENT: AGENDA REPORT City Manager Item to be present, June 23, 1998 COPS UNIVERSAL HIRING PROGRAM COMMUNITY ORIENTED POLICING Administrative Services RECOMMENDED ACTION City Council direct staff to apply for a Community Oriented Policing COPS grant for one deputy. The COPS Universal Hiring Program (UHP), is one of several approaches developed by the U.S. Department of Justice under the Public Safety Partnership and Community Policing Act of 1994 to deploy additional officers devoted to community policing. Upon a successful application, the UHP will enable the City to supplement the cost of a deputy. Applications are due July 10, 1998. If the application is successful, the additional deputy may be used to help start a new GIT (Community Intervention Team) in Canyon Country with duties much like those of the deputy posted at the Newhall Community Center. FISCAL IMPACT By forecasting the need for an additional deputy in six to eight months, winning this grant would save the City $216,981 over the next three years. This savings is realized from two areas: 1) the COPS Grant supplement of $75,000 over a three-year period, ($25,000 per year) and, 2) since the L.A. County Sheriffs Department's rate for a grant deputy is lower than a regular deputy, $141,981 over three years. (See COPS Grant Saving Chart.) Hiring under UHP must be -in addition to, and not in lieu of, deputies that otherwise would have been hired. After the grant terminates, the City is responsible for 100% of the deputy's cost, which is estimated to be approximately $136,447 per year. COPS UNIVERSAL HIRING PROGRAM June 23, 1998 — Page 2 If the application is successful, and depending on when the deputy is hired or the grant is awarded, staff anticipates it would come back to the City Council during the mid -year budget adjustment or the 1999-2000 budget and request to increase the Police Services Budget by an estimated $32,060 for the remaining six months of FY 98-99 or $64,120 for all of FY 99-00. Funding begins once the new deputy is hired or the date of the award.
