BACKGROUND At the meeting of February 10, 1998, Council re -introduced Ordinance 98-1, Council Compensation. The members of the Santa Clarita City Council are compensated monthly by the City for the substantial amount of time and effort they contribute leading our local government.. Each Councilmember makes personal and financial sacrifices in order to fulfill the responsibilities associated with their jobs. The last City Council compensation adjustment took place 16 months ago on July 1, 1996. Government Code Section 36516(c) sets forth basic provisions which allow regular adjustments to City Council compensation. Government Code Section 36515.5 requires that Council compensation adjustments be adopted by the present Council, to be effective for future Councils. This proposed adjustment presents a reasonable manner in which to assure the fair and equitable compensation of Councilmembers of future City Councils. The recommended increase in Council Compensation is 10% as set forth by Government Code Section 36516(c). The proposed adjustment is as follows: Current Compensation Proposed Compensation (07/01/98) $875.16 $964.87 ALTERNATIVE ACTIONS Other action as determined by Council. FISCAL IMPACT The proposed increase of $89.71 a month represents an approximate annual increase of $5,400.00 in salary and salary based benefits and taxes. In the current fiscal year it.represents no budget increase. ATTACHMENTS Ordinance #98-1 jroney/a1enda98.pg2 ORDINANCE NO. 98-1 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA INCREASING COUNCILMEMBER SALARIES PURSUANT TO GOVERNMENT CODE SECTION 36516 WHEREAS, on February 11, 1988, the City of Santa Clarita adopted Ordinance No. 88-8 establishing a salary for members of the City Council of $600.00 per month, pursuant to the schedule of salaries set forth in Government Code Section 36516; and WHEREAS, Government Code Section 36516 (c) provides for Councilmember salaries to be increased by an amount not to exceed an amount equal to 5 percent for each calendar year from the operative date of the last adjustment salary; and WHEREAS, the operative date of the last Councilmember salary adjustment was July 1, 1996, pursuant to Ordinance 96-11 adopted February 27, 1996. WHEREAS, Government Code Section 36515.5 sets forth a prohibition against change in compensation during the term of office except that adjustment of the compensation of all members of a council serving staggered terms is permitted whenever one or more members of such council becomes eligible for a salary increase by virtue of beginning a new term of office. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Santa Clarita, California, does hereby ordain as follows: SECTION 1. The compensation for City Councilmembers shall be increased as provided for in Government Code Section 36516 (c) to the amount of $964.87 per month. Such compensation shall be payable on a monthly basis and in the same manner as salaries are paid to other officers and employees of the City of Santa Clarita. SECTION 2. This ordinance shall be effective July 1, 1998. SECTION 3. Ordinance No. 96-I1 is hereby repealed. SECTION 4. The City Clerk shall certify to the adoption of this ordinance and shall cause the same to be published in the manner prescribed by law.
