HomeMy WebLinkAbout1998-10-13 - AGENDA REPORTS - DOWNTOWN HOLIDAY (2)NEW BUSINESS DATE: SUBJECT: DEPARTMENT: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approv 4 Item to be presented by: Kevin Tonoian October 13, 1998 CITY SPONSORSHIP OF DOWNTOWN NEWHALL HOLIDAY PROGRAMS Planning & Building Services RECOMMENDED ACTION That the Redevelopment Agency authorize the Executive Director to expend funds in an amount not to exceed $7,000.00 from Account No. 1900-8001 to support the Annual Newhall Holiday celebrations coordinated by both the Santa Clarita Civic Association and Santa Clarita Chamber of Commerce. BACKGROUND In December of 1997, both the Santa Clarita Civic Association and the Santa Clarita Chamber of Commerce, in conjunction with local business merchants, initiated holiday programs for the downtown Newhall community. These programs, "The Festival of Holidays" and "Noel to Newhall", were deemed successes by both sponsoring organizations. Specifically, these programs were developed to benefit Newhall merchants by spotlighting the available holiday shopping opportunities in the area, while at the same time creating positive exposure for the entire Newhall community. In light of the success that each of these events enjoyed last year, the Santa Clarita Civic Association has requested that the Agency consider sponsoring this year's event through the purchase of pole mounted decorations for the street lights in the downtown Newhall area. These decorations would be specifically located along San Fernando Road, south of Lyons Avenue and north of Market Street. Additionally staff has also been requested to assist the Civic Association with the design and purchase of banners, similar to the banners designed for the just completed Newhall Street fair, to help promote the upcoming Newhall Holiday Programs. Staff feels it is appropriate for the Agency to consider the proposed purchase of these items, as these decorations and promotional materials will not only benefit the Civic Association and the Chamber of Commerce, but the overall Newhall community as well. KIM Ell Agenda Itero:.9-Diq City Sponsorship of Downtown Newhall Holiday Programs October 13, 1998 Page 2 Contingent upon the approval of the Agency, staff believes it would be appropriate to provide the Newhall Redevelopment Committee with the opportunity to review and select the type of decoration that would be best suited for the downtown area. In anticipation of this agenda item, City staff was scheduled to meet with the Newhall Redevelopment Committee on Monday, October 12, 1998 to discuss this matter and get feedback from the full Committee. ALTERNATIVE ACTIONS 1. Require the Santa Clarita Civic Association to fund all event -related costs; 2. Require the Santa Clarita.Civic Association to share a portion of these costs with the City; 3. Other direction as determined by the Redevelopment Agency. FISCAL IMPACT Should the Redevelopment Agency direct the Executive Director to expend these funds in support of these programs, the total fiscal impact to the Redevelopment Agency would be $7,000. Additional fiscal impacts to be considered include the staff time that will be required to both set up and remove these promotional items. KMT hAfestival.doc
