HomeMy WebLinkAbout1998-03-10 - AGENDA REPORTS - GEORGE CARAVALHO ICMA (2)AGENDA REPORT City Manager Approval Item to be presented by: Georgie Caravalho CONSENT CALENDAR DATE: March 10, 1998 SUBJECT: RESOLUTION TO RECOMMEND GEORGE CARAVALHO FOR PRESIDENT OF THE INTERNATIONAL CITY/COUNTY MANAGEMENT ASSOCIATION (ICMA) DEPARTMENT: City Manager's Office Adopt resolution No. 98-44, recommending George Caravalho for the office of President of the International City/County Management Association (ICMA). BACKGROUND George Caravalho has been nominated for the office of ICMA President. This appointment is made by the ICMA Board of Directors, with offices located in Washington, D.C. They have requested that the City Council indicate their support of the City Manager serving in this capacity for one year. The following is a brief overview of the ICMA organization and some of the qualities which will help George lead the organization into the 21" century. ICMA is a professional and educational organization, comprised of more than 8,200 appointed administrators and assistant administrators serving cities, counties, and local governments in the United States and thirty-seven other countries. The purpose of ICMA is to enhance the quality of local government through professional management and to support and assist professional local government administrators internationally. The Association also provides technical assistance, training, management assistance and publications for local government professionals to help them improve their skills and knowledge. With over 25 years experience in municipal government, George has demonstrated the abilities it will take to lead ICMA into the next millenium. His experience serving on the Board of Directors for the League of California Cities, the American Red Cross, the United Way, the Boys & Girls Club and the ICMA indicates his level of commitment to improving society and local government. George is the co-founder and past chairman of the League of California Cities Investing in Youth 11f1e1 ♦ iA-Venda Item Task Force and currently serves on the Los Angeles County Children's Planning Council. George is known for his exemplary leadership skills, which will further benefit ICMA and local governments. ALTERNATIVE ACTIONS Do not adopt the resolution. FISCAL IMPACT None by this action. CARAVALHO, CITY MANAGER, AS A CANDIDATE FOR THE OFFICE OF PRESIDENT OF THE INTERNATIONAL CITY/COUNTY MANAGEMENT ASSOCIATION (ICMA) WHEREAS, the International City/County Management Association (ICMA) is a national and international organization promoting and developing professional management in local government; and WHEREAS, ICMA has supported the development of the Council/Manager form of government since 1914; and WHEREAS, ICMA maintains and aggressively enforces a code of ethics and professional standards for its members; and WHEREAS, ICMA members serve local governments and organizations throughout the United States and thirty seven foreign countries; and WHEREAS, ICMA supports the development of democracies and professional management throughout the world and especially in Eastern Europe, Africa and Latin America; and WHEREAS, ICMA develops, offers and supports professional training, technological initiatives and performance standards for the betterment of all government services; and WHEREAS, ICMA produces professional material which is widely recognized as the standard for all of the professional local government; and WHEREAS, ICMA continues to support communities that have programs to deal with multi -cultural issues and also helps communities to develop new ways to create broader economic development and ,fob training programs, developing viable and safe neighborhoods; provide parks, recreation and open spaces, water, sanitary systems, fire protection and transportation systems; and WHEREAS, ICMA affords the ability to freely exchange ideas and share knowledge of programs and processes that will enhance the management of overall city operations; and WHEREAS, George Caravalho has demonstrated his commitment to the City Manager professional by serving as the President of the City Manager's Department of the League of California Cities, serving on the Board of Directors of -the League of California Cities, serving as Vice President of ICMA, serving as City Manager of three cities, serving on countless professional committees, and being the recipient of the Mark E. Keane award for his contributions to local government; and WHEREAS, George Caravalho has demonstrated his commitment to communities by his active involvement with the Red Cross, Rotary, Kiwanis, coaching, and the Boys and Girls' Club. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY OF SANTA CLARITA, does. hereby resolve and recommend to the Board of Directors that George A. Caravalho be considered for the office of President of the International City/County Management Association (ICMA). PASSED, APPROVED AND ADOPTED this day of 119_.
