Ordinarily after a bid opening, staff prepares a bid summary and verifies ,the following: licensing of the low bidder; financial condition of the surety company; bid bond; and references on past projects. Staff then prepares an agenda report recommending that Council award a contract to the lowest responsible bidder. However, the schedule of this project conflicted with Council's 1997-98 & 1998-99 ANNUAL INFRASTRUCTURE PROJECTS — BID RESULTS August 25, 1998 — Page 2 summer recess. In an effort to keep this project.on schedule, Council granted authority on July 14, 1998 to the City Manager to sign the contract with the lowest responsible bidder. This report is an update of the bid results. The Engineer's Estimate for construction of this project was $4,285,000.00. The low bid was $4,092,472.70 by Excel Paving Company. The results of the bids are attached as Exhibit "A." Excel Paving Company of Long Beach possesses a State Contractor's License and is in good standing with the State.Contractors' License Board. References and past projects with the City have indicated satisfactory work performance by this contractor. The above projects were combined and bid as one project. By doing this, the City expected to receive lower construction bids and reduce inconvenience to the public. For comparison purposes, Exhibit `B" includes a summary of unit prices bid on this project versus past annual projects where the projects were bid and constructed separately: As anticipated, lower bid prices were received by combining the projects. ALTERNATIVE ACTIONS Other action as determined by Council. FISCAL IMPACT The total combined budget of these projects is $4,591,522.00. The Engineer's Estimate for construction was $4,285,000.00 and the low bid is $4,092,472.70. Sufficient funds are available in the designated accounts.
