SUBJECT: JOINT PILOT STORMWATER FILTERING PROJECT

RECOMMENDED ACTION
City Council approve this joint pilot stormwater filtering project to reduce pollution entering
the Santa Clara River and allocate funds in the amount of $24,000 from the Stormwater Utility
Fund Balance to the Los Angeles County Environmental Programs Division to perform the
before and after project monitoring of this system to evaluate its effectiveness.

The Los Angeles County Environmental Programs Division, Newhall Land & Farming
Company, and the City are proposing a pilot Stormwater Filtering System to be installed at a
strategic location in the Valencia Town Center parking lot. The proposed filter system uses a
variety of media to remove oil, grease, soluble metals, sediment, total phosphorous, and other
pollutants found in stormwater runoff from parking lots. The proposed space -saving design
uses filter cartridges housed in concrete vaults to create a self-contained stormwater filtering
system. Newhall Land & Farming Company is providing the site and funding the installation
of the filter facility. Both the County and the City have funds available in the amount of
$24,000 each to do the pre -project and post -project monitoring.
The quantitative results of this monitoring will help determine the effectiveness of this filter
system. The study of this pilot project will allow the City, County and developer to determine
if this stormwater treatment technology should be installed on new developments and if
retrofitting existing parking lots is feasible.

FISCAL IMPACT
Matching funds of $24,000 have been identified in the Stormwater Utility Fund Balance for the
proposed pilot stormwater filtering project.
