SUBJECT: LOS ANGELES COUNTY JOB TRAINING PARTNERSHIP ACT
GRANT

Staff recommends that City Council:
1. Approve and authorize the City Manager, or designee, to execute any contracts,
agreements, or change orders arising out of the Los Angeles County Job Training
Partnership Act Grant program.
2. Authorize City Manager to approve hiring of a provisional Community Services
Coordinator to work at the Satellite One -Stop Career Center.
3. Establish estimated revenues in the Miscellaneous Grants Fund account #453-5055.
4. Appropriate $300,000 to account #7446 as shown on Attachment 1.
BACKGROUND
In March 1998, the City of Santa Clarita partnered with the Antelope Valley collaborative
to apply for funding from the Los Angeles County Private Industry, Council for a Job
Training Partnership Act One -Stop Career Center. The Lancaster Employment
Development Department assumed the role of the lead agency. The City of Santa Clarita is
the fiscal and coordinating agency for services delivered in the Santa Clarita Valley. In
May 1998, the Los Angeles County Private Industry Council approved funding the Antelope
Valley/Santa Clarita Job Training Partnership Act One -Stop Career Center Grant program
for one year. The Los Angeles County Board of Supervisors approved the program on June
16, 1998 to begin implementation on July 1, 1998.
The City of Santa Clarita will receive $300,000 in funding to provide job training and
employment services to Santa Clarita residents. Working in collaboration with seven
community-based organizations, the City of Santa Clarita will coordinate the operation of
the Santa Clarita Satellite One -Stop Career Center. Services offered at this Center are
outreach; intake and eligibility; client assessment; case management; education and
training programs; and job search, placement, and development. At a minimum, the Santa

Clarita Satellite One -Stop Career Center is expected to place 58 clients in jobs during the
first year of operation.
ALTERNATIVE ACTIONS
Other direction as determined by the City Council.
FISCAL IMPACT
The total project budget and costs of this program are estimated to be $300,000, to be offset
completely by grant revenue. There is no City match required.
