RESOLUTION APPLICATION

RECOMMENDED ACTION
City Council adopt Resolution No. 98-69 Los Angeles County Safe Neighborhood
Park Bond Funding for Santa Clara River Park projects, and authorize the City
Manager to sign all necessary documents for the project applications and funding
reimbursement requests to Los Angeles County Open Space District.
BACKGROUND
In November 1992, the residents of Los Angeles County passed Proposition A, the
Los Angeles County Safe Neighborhood Park Bond Act. A specific project listed
within the Bond Act provided $2,480,000 for the development of the Santa Clara
River Park program. A requirement of the Los Angeles County Open Space Districts
project application is to provide a resolution from the City Council approving the
application for funds to the project.
In July 1995, the Department of Parks, Recreation, and Community Services; and
the California State Polytechnic University Pomona, 606 Studio Graduate Program
in Landscape Architecture completed the Santa Clara River Park Report. This
report set criteria for the River Park system and provided a prioritized list. of
undeveloped sites that could be acquired by the City for River Park purposes. The
Parks and Recreation Commission supported, and the City Council adopted the
River Park report.

The Parks, Recreation, and Community Services Department staff has used the
City's General Plan, the Santa Clara River Water and Recreation Features Study,
and the Santa Clara River Park Report as guidelines for recommending the use of
Los Angeles County Safe Neighborhood Park Bond Act funding. The Santa Clara
River Park Specific Project funding from the 1992 Bond Act allocation is:
1. Lost Canyon River Park Acquisition (Site#13)................................... $334,000.
2. Santa Clara River Trail (Site#12)....................................................... $75,000
3. Rivendale Ranch Acquisition (South Fork Headwaters) .................... $1,275,000.
4. Santa Clara River Park Project (Sites #1 through #14) ......................... $796,000.
Total Santa Clara River Park Specific Project Fund ................................ 2.480.000
As a housekeeping matter, projects #1 through #3, which have been previously
approved by Council, are listedinResolution No. 98-69 for the project application.
The Resolution is a requirement of the Los Angeles County Open Space District for
reimbursement of project expenditures.
Project #4 is a request of the City Council to approve the application of the
remaining 1992 project specific river park funds to the river park project. Approving
applications of these funds by Council allows the City to encumber 1992 Prop A
funding prior to a June 30, 1998 deadline. Council will have future opportunities to
review and approve specific development projects associated with these funds.
ALTERNATIVE ACTIONS
Other direction by City Council as required.
FISCAL IMPACT
Funding for these projects is reimbursable from the Los Angeles County. Open Space
District funds. Funding for these projects has been budgeted in Accounts #P0007,
T3006, and 60001..

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE
COUNTY OF LOS ANGELES REGIONAL PARK AND OPEN SPACE DISTRICT
GRANT PROGRAM FOR SANTA CLARA RIVER PARK PROJECTS
WHEREAS, the people of the County of Los Angeles on November 3, 1992, enacted Los
Angeles County Proposition A Safe Neighborhood Parks, Gang Prevention, Tree Planting, Senior
and Youth Recreation, Beaches and Wildlife Protection (the Proposition), which provides funds
to the County of Los Angeles and other public agencies in the County for the purposes of
acquiring and/or developing facilities for public recreational facilities and open space; and
WHEREAS, the Proposition also created the County of Los Angeles Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing local agency
applications for grant funds under the Proposition; and
WHEREAS, the Districts procedures require the applicant to certify, by resolution, the
approval of the application before submission of said application to the District; and,
WHEREAS, the Santa Clara River Park projects; Lost Canyon River Park Acquisition
(Site #13),
Santa Clara River Trail (Site #12), Rivendale Ranch Acquisition (South Fork Headwaters),
Santa Clara River Park Project (Sites #1 through #14), have been identified by the Department
of Parks, Recreation, and Community Services as a valuable addition to its focus on alternative
recreational programs for youth and teens in the Santa Clarita Valley; and,
WHEREAS, said application contains assurances that the applicant must comply with;
and
WHEREAS, the Department of Parks, Recreation, and Community Services can begin
the development of river parks for the Santa Clarita Valley.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa
Clarita hereby:
1. Approves the filing of an application with the County of Los Angeles Regional and
Open Space District for funds under Sections 8.b.2, LL, of the Proposition for the
above project;
2. Certifies that said applicant understands the assurances and certification in
application form;
3. Certifies that said applicant has, will have, or will create partnerships to provide
sufficient funds for the operation and maintenance of the project in perpetuity;
and
4. Appoints the City Manager, as agent of the City of Santa Clarita, to conduct all
negotiations, and execute and submit all documents including, but not limited to
applications, agreements, amendments, payment requests, and so forth, which
may be necessary for the completion of the aforementioned project.
