PROPOSALS FOR THE LOS ANGELES COUNTY REGIONAL
PARK AND OPEN SPACE DISTRICT PROPOSITION A —
RESOLUTION NOS. 98-125,98-126, AND 98-131

RECOMMENDED ACTION
City Council adopt Resolution Numbers 98-125, 98-126 and 98-131 and approve the grant
applications and project proposals for the Fourth Funding Cycle of the Competitive Grant
Program and submit to the Los Angeles County Regional Park and Open Space District,
Proposition A.

On November 3, 1992 and November 5, 1996, the people of the County of Los Angeles
enacted Los Angeles Proposition A. This Proposition A, Section 3(a)(2) provides funds to
public agencies and non-profit organizations in the County for Safe. Neighborhood Parks,
Gang Prevention, Tree Planting, Senior and Youth Recreation, Beaches and Wildlife
Protection. The Proposition requires a separate resolution for each grant application.
Resolution 98-125 for Trails Acquisition and Development will provide regional trail access
and improvements on the northeast bank of the Santa Clara River in Canyon Country from
the Soledad Bridge near Camp Plenty Road to the newly acquired 24 acre river park
property on Canyon View Drive.
Resolution 98-126 for Rivers and Streams -will provide restoration and improvements to the
northeast bank of the Santa Clara River in Canyon Country on the newly acquired 24 acre
river park property on Canyon View Drive.
Resolution 98-131 for Urban Tree Planting will provide for the beautification of Haskell
Canyon Road from Ridgegrove Drive to Jeffers Lane through the planting of trees on both
sides of the street.

Staff has successfully submitted grant applications in the prior funding cycles for similar
projects. City matching funds for the applications is available in the Developers Bikeways
Contributions Account and Urban Forestry Volunteer Labor.
ALTERNATIVE ACTIONS
1. Decline Resolution Numbers 98-125, 98-126, and 98-131 and instruct staff not to
submit a proposal for grant funding.
2. Other direction as determined by City Council.

A RESOLUTION OF THE CITY COUNCIL 1
OF THE CITY OF SANTA CLARITA, CALIFORNIA
FOR GRANT FUNDS FROM
THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT
TRAIL ACQUISITION and DEVELOPMENT
COMPETITIVE GRANT PROGRAM
FOR
"CANYON VIEW REGIONAL TRAIL ACCESS ",
WHEREAS, the people of the County of Los Angeles on November 3, 1992 and.
November 5, 1996, enacted Los Angeles County Proposition A (1992 & 1996), Safe
Neighborhood Parks, Gang Prevention, Tree -Planting, Senior and Youth Recreation,
Beaches and Wildlife Protection (the Propositions), which among other uses, provides funds
to public agencies and nonprofit organizations in the County for the purpose of constructing
and developing at -risk youth recreation and service facilities; and
WHEREAS, the Proposition also created the Los Angeles County Regional Park and
Open Space District {the District) to administer said funds; and

WHEREAS,. Section 8(a)(3)(A) of the 1992 Proposition and Section 3(a)(2) of the 1996
Proposition have allocated funds for acquisition and development of land and rights-of-way
for walking, hiking, horse, bicycle and handicapped access trails; and
I
WHEREAS, the District has set forth the necessary procedures governing
applications for grant funds under the Proposition; and
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
does resolve as follows:
SECTION 1: Authorizes the filing of the City of Santa Clarita's application with
the Los Angeles County Regional Park and Open Space District for
funds allocated under. Section 8(a)(3)(A) of the 1992 Proposition and
Section 3(a)(2) of the 1996 Proposition for the above-named Project;
and
SECTION 2: Certifies that the City Santa Clarita understands that it will be
required to provide additional funding for the above -name Project if
the requested grant funds are insufficient to complete said Project;
and
SECTION 3: Certifies that the City of Santa Clarita understands its obligation to
operate and maintain the property(s) in perpetuity; and

SECTION 4: Certifies that the City of Santa Clarita will sign and return, within
30 days both copies of the project agreement sent by the District for
authorizing signature; and

SECTION 5: Certifies that the City of Santa Clarita will cause work on the project
to be commenced within 180 days after receipt of a fully executed
agreement; and
SECTION 6: Certifies that the City of Santa Clarita agrees and understands that
the District may terminate the project agreement at any point if it
determines that the project cannot be performed as described in the
application; and
SECTION 7: Authorizes the City Manager or designee as agent of the City of Santa
Clarita to conduct all negotiations, and to execute and submit all
documents including, but not limited to, applications, agreements,
amendments; payment requests and so forth, which may be necessary
for the completion of the project as described in the application.

RIVERS AND STREAMS COMPETITIVE GRANT PROGRAM
FOR
"DISCOVERY PARK RIVER RESTORATION"
WHEREAS, the people of the County of Los Angeles on November 3, 1992 and
November 5, 1996, enacted Los Angeles County Proposition A, Safe Neighborhood Parks,
Gang Prevention, Tree -Planting, 'Senior and Youth Recreation, Beaches and Wildlife
Protection (the Proposition), which, among other uses, provides funds to public. agencies
and nonprofit organizations in the County for the purpose of restoration, rehabilitation or
acquisition of natural lands and the development of recreational resources along river and
streams in Los Angeles County; and
WHEREAS, the Proposition also created the Los Angeles County Regional Park
and Open Space District (the District) to administer said funds; and
WHEREAS, Sections 8(a)(3)(D) and 3(a)(2) of the Proposition has allocated funds
for the purposes of restoring, rehabilitating or acquiring natural lands and developing
compatible recreational resources along river(s) and /or streams(s) within Los Angeles
County; and
WHEREAS, the District has set forth the necessary procedures governing
applications for grant funds under the Proposition; and
WHEREAS, the City -of Santa Clarita is selected for a grant award, it will be
required to enter into a Project Agreement with the District for the performance of the
project as described in the.application. j
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does
resolve as follows:
SECTION 1: Approves the filing of the City of Santa Clarita's application with Los
Angeles County Regional Park and Open Space District for funds
allocated under Sections 8(a)(3)(D) and 3(a)(2) of the Proposition for
the above-named Project; and

SECTION 2: Certifies that the City of Santa Clarita understands that it will be
required to provide additional funding for the above-named Project if
the requested grant funds are insufficient to I complete said Project;
and
SECTION 3: Certifies that the City of Santa Clarita understands its obligation to
operate and maintain the property(s) in perpetuity; and

OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING THE APPLICATION
FOR GRANT FUNDS FROM
THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT
URBAN TREE PLANTING COMPETITIVE GRANT PROGRAM
FOR THE
"HASKELL CANYON BEAUTIFICATION PROJECT"
WHEREAS, the people of the County of Los Angeles on November 3, 1992, and
November 5, 1996 enacted the Los Angeles County Proposition A, Safe Neighborhood
Parks, Gang Prevention, Tree Planting, Senior and Youth Recreation, I Beaches and Wildlife
Protection (the Proposition), which, among other uses, provides funds to public agencies
and nonprofit organizations in the County for the purpose of constructing and developing
at -risk youth recreation and service facilities; and
WHEREAS, the Proposition also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, Section 8 (a)(3)(c) of the 1992 Proposition and Section 3 (a)(2) of the
1996 Proposition has allocated funds for planting trees in parks, medians, rights of way,
public squares, and other public places; and
WHEREAS, the District has set forth the necessary . procedures governing
applications for grant funds under the Proposition; and
WHEREAS, if the City of Santa Clarita is selected for a grant award, it will be
required to enter into a Project Agreement with the District for the performance of the
project as described in'the application.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does
resolve as follows:
Section 1: Authorizes the filing of an individual application with the Los Angeles
County Regional Park and Open -Space District for funds allocated under
Section 8 (a)(3)(c) of the 1992 Proposition and Section 3 (a)(2) of the 1996
Proposition for the above named Project; and
Section 2: Certifies that the City of Santa Clarita understands that it will be required to
provide additional funding for the above named Project if requested grant
funds are insufficient to complete the said Project; and
Section 3: Certifies that the City of Santa Clarita understands its obligation to operated
and maintain the property in perpetuity; and j
Section 4: Certifies that the City of Santa Clarita will sign and return, within 30 days,
