BACKGROUND At the meeting of January 13, 1998, the City Council introduced Ordinance No. 98-4, approving Prezone 96-02. Upon final approval of the Ordinance, submitting.the annexation application to the Local Agency Formation Commission (LAFCO) is the next step in annexing the project site. FISCAL IMPACT The LAFCO application fee for the proposed annexation is $3,000. The funds have been previously approved and are available in the Planning Division budget. Resolution No. 98-14 Draft LAFCO Application sApbs\annex\96.2s4.cdm i RESOLUTION NO. 98-14 A RESOLUTION OF APPLICATION BY THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, REQUESTING THAT THE LOCAL AGENCY FORMATION COMMISSION OF LOS ANGELES COUNTY INITIATE PROCEEDINGS FOR THE PROPOSED ANNEXATION OF CERTAIN INHABITED TERRITORY TO THE CITY OF SANTA CLARITA (MASTER CASE NO. 96-206 - CALIFORNIA CANYONS ANNEXATION) WHEREAS, the City of Santa Clarita desires to initiate proceedings pursuant to the Cortese -Knox Local Government Reorganization Act of 1985 (Revised 1994), Division 3, commencing with Section 56000 of the California Government Code, for annexation; and WHEREAS, the territory proposed to be annexed is uninhabited, and a description of the boundaries is set forth in Exhibit A and a map of the boundaries is set forth in Exhibit B, attached and by this reference incorporated; and WHEREAS, the short form designation of the proposal is Annexation No. 1996-02 (Master Case No. 96-206); and WHEREAS, this proposal is inconsistent with the City of Santa Clarita's Sphere of Influence as designated by the Local Agency Formation Commission on November 15, 1989, and would require amending thereof pursuant to this proposal; and WHEREAS, no terms or conditions are requested by the City or the property owner for this proposed annexation at this time; and WHEREAS, the reasons for this proposed annexation are as follows: 1) to respond to the property owner's request for City services and; 2) to expand and provide a logical extension of the City's physical boundary and urban service area; and 3) to promote sound planning and land use practices in the affected territory; and WHEREAS, a majority of owners of land within project area have given their written consent to the annexation; and WHEREAS, the City Council of the City of Santa Clarita has considered all evidence, oral and documentary, and is advised of the foregoing. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Clarita, California, does hereby determine and find as follows: SECTION 1. This Resolution of Application is hereby adopted by the City Council, and the Local Agency Formation Commission of Los Angeles County is hereby requested to initiate proceedings for the annexation of that territory described in Exhibit A and mapped in Exhibit B, incorporated by this reference, according to the terms and conditions stated above, if any, Page 2 without notice and hearing by the commission and the City, and in the manner provided by the Cortese -Knox Local Government Reorganization Act of 1985 (Revised 1994). SECTION 2. The City Council hereby directs and authorizes the City Clerk of the City of Santa Clarita to forward a certified copy of this Resolution with applicable fees and other information as required by Section 56383 of the Government Code to the Executive Officer of the Local Agency Formation Commission of Los Angeles County. SECTION 3. The City Clerk shall certify to the adoption of this resolution and certify this record to be a full, true, correct copy of the action taken. General Description 1. Acres or Square Miles: 38 acres 2. What major highways and streets serve the area? The project site is served by Jasmine Valley Drive and Abelia Road. 3. Topography: The site is a combination of flat and hilly terrain. However, the existing residences are mainly constructed on the flat portions of the site. 4. Physical boundaries, if any (river, freeways, etc.): The project site is bounded by unincorporated County of Los Angeles land to the north, west, and east and the existing Pinetree annexation to the south. B. Population and Housing 1. Estimated Population: 210 2. Number of Registered Voters: Approximately 120 3. Number and type of dwelling units: 69 single family units. C. Land Use and Zoning 1. What is the present land use in the subject area? The project site is fully developed with 68 single-family detached residences. uses. Approximately 18.5 acres on the two non-developed lots is presently vacant and not slated for development in the future. 2. What is the land use in the surrounding area? If annexation to a city is involved as a part of this proposal, what is the city's general plan designation for the area? RS (Residential -Suburban (Single Family) 4. Describe any proposed change in land use and zoning as a result of this proposal (including, if applicable, prezoning by an affected city): The City has prezoned the site to the City of Santa Clarita RS (Residential Suburban) zoning designation to allow for annexation. The current Los Angeles County zoning designation for the project site is R-3, Multi -family Residential. 5. If this proposal will result in development of property, describe the type of development proposed (type of business or industry, single- or multi -family residential, etc; number of units or facilities): The site is entirely developed and no construction activity is proposed with this application. 6. What effect would denial of this proposal have on the proposed development, if any? Denial of the proposal would require the property owners to remain as residents of the County and not have a voice in City matters that would directly benefit them if their properties were located within the city limits and they could benefit from the services offered by the City of Santa Clarita. 7. Is the subject area proposed to be included within a redevelopment project area upon completion of this proposal? No. H. THE PROPOSAL California Canyons Annexation Annexation No. 1996-02 Page 4 A. What are the reasons for initiation of this proposal? The proposal was initiated at the request of the individual property owners. Over 60% of the property owners in the annexation area signed a petition to bring their property under the City's jurisdiction. The property owners cite the quality of services provided by the City as reasons for annexation. The City supports this annexation proposal to promote sound planning and achieve orderly growth and provide a logical extension of the City's physical boundaries and urban service area. B. What are the alternate courses of action, if any? (Include the names of other local agencies having the authority to provide the same or similar services as those proposed.) None. Denial of this request would result in no change of circumstance or jurisdiction; the reasons for annexation set forth above would remain the same. C. Plan for Providing Services Describe the services to be extended to the subject area, the range and level of those services, when the services can be extended to the area, and how the services will be financed, including any improvement or upgrading of structures, roads, sewer or water facilities or other conditions which would be imposed or required by the local agency within the subject area if this proposal is completed: All services now provided by the County of Los Angeles would be provided as follows: 1) Directly by the City of Santa Clarita through assessments, property tax valuation, or similar user fees; 2) By the County under service contract with the City; 3) By the County through assessments, property tax valuation, or similar user fees; and 4) By independent and/or public utility providers and private service purveyors currently doing business in the Santa Clarita Valley. D. List the division, acquisition, improvement, disposition, sale or transfer of any property, real or personal, belonging to a city or district that is involved in this proposal: None.
