BACKGROUND The proposal is for a revised Joint Resolution of Negotiated Property Tax Transfer to be adopted by the.City Council and the Los Angeles County Board of Supervisors for Annexation No. 1992- 04 (Northbridge Annexation). The original Joint Resolution was approved by the City Council at its December 10, 1996 meeting. It was to annex 743 acres of inhabited land to the City of Santa Clarita. The property is located north of Newhall Ranch Road and east of McBean Parkway, and north of the existing City limits. (See attached map). The initial property tax transfer resolution (Resolution No. 96-143) specified a base property tax transfer, commencing in fiscal year 1998-99, of $379,417 based upon a calculated total property value of $644,790,098. That information was manually compiled by County staff for the approximately 2,200 parcels contained in tax rate areas within the subject annexation. A subsequent audit performed with an automated system, now available to the County, has revealed that the initial calculations significantly overstated property value for the territory of the incorporation by including parcels not actually in the area to be annexed, and through errors occurring in the manual addition of the values of the individual parcels. Complicating the manual calculation was the fact that some of the larger tax rate areas were being renumbered and remapped at the time of the study. The new automated system generated a detailed report showing the actual value of parcels contained within the Northbridge Annexation to be only $413,417,924. Applying these revised values to the formula used to calculate the City's share of property taxes produced abase property tax transfer of $243,838. A revised property tax transfer resolution has been attached to this report which reflects the correct amount of property tax to be transferred in the Northbridge Annexation. This resolution shows a transfer of $135,579 less than the original resolution. dopl ! Agenda & ALTERNATIVE ACTIONS Other direction as determined by the City Council. ATTACHMENTS Resolution No. 96-143 (Revised) Vicinity map Oc�exV24armmaz Resolution No. 96-143 (Revised) REVISED JOINT RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES AND THE CITY COUNCIL OF THE CITY OF SANTA CLARITA APPROVING AND ACCEPTING NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUE RESULTING FROM "ANNEXATION 1992-04" (NORTHBRIDGE) TO THE CITY OF SANTA CLARITA WHEREAS, pursuant to Section 99 of the Revenue and Taxation Code, prior to the effective date of any jurisdictional change the governing bodies of all agencies whose service areas or service responsibilities would be altered by such change must determine the amount of property tax revenue to be exchanged between the affected agencies and approve and accept the negotiated exchange of property tax revenues by resolution; but if the affected agency is a special district, the Board of Supervisors must negotiate on behalf of the district; and WHEREAS, the Board of Supervisors of the County of Los Angeles and the City Council of the City of Santa Clarita have discovered that the earlier property tax transfer resolution for "Annexation 1992-04" contained and error which both are desirous of correcting, and WHEREAS, the board of Supervisors of the County of Los Angeles and the City Council of the City of Santa Clarita have determined that the corrected amount of property tax revenues to be exchanged between their respective agencies as a result of the annexation of unincorporated territory to the City of Santa Clarita, entitled "Annexation 1992-04" is set forth below. NOW, THEREFORE, BE IT RESOLVED: 1. This resolution shall supersede any previous resolution adopted with respect to the negotiated exchange of property tax revenues between the County of Los Angeles and the City of Santa Clarita resulting from "Annexation 1992-04". 2. The revised negotiated exchange of property tax revenue between the County of Los Angeles and the City of Santa Clarita resulting from "Annexation 1992-04" is approved and accepted. 3. For fiscal years commencing July 1, 1998, Two Hundred Forty -Three Thousand, Eight Hundred and Thirty -Eight Dollars ($243,838) in property tax revenue shall be transferred from the County of Los Angeles to the City of Santa Clarita. For fiscal years commencing July 1, 1998 all property tax revenue received by Road District No. 5 attributable to the Santa Clarita "Annexation 1992-04" area shall be transferred to the County of Los Angeles. 5. In the event that all or a portion of the annexation area is subsequently included within a redevelopment project pursuant to California Community Redevelopment Law (California Health & Safety Code Sections 33000 et seq.), the City of Santa Clarita shall not adopt the ordinance approving the redevelopment plan with respect to the annexed area until such time as the Redevelopment Agency of the City of Santa Clarita has diligently and in good faith complied with all applicable provisions of the California Community Redevelopment Law, including but not limited to consultation with the County with respect to the plan and to the 3 allocation of taxes, pursuant to Health & Safety Code Section 33670 or any other relevant provision of law. Any ordinance approving a redevelopment project that includes this annexed area and which does not comply with this paragraph shall be void and of no effect with regard to the subsequent allocation and distribution of taxes to the Redevelopment Agency.
