SUBJECT: LEFT -TURN RESTRICTION FROM PARKLANE MOBILE ESTATES
ONTO ' SOLEDAD CANYON ROAD
DEPARTMENT: Transportation and Engineering Services
City Council direct staff to prohibit left -turns out of the westerly and easterly driveways of
Parklane Mobile Estates (20401 Soledad Canyon Road), and install the necessary signs and
markings to prohibit those movements.
The Traffic Engineering Division was requested to investigate the potential prohibition of left -
turns coming out of Parklane Mobile Estates onto Soledad Canyon Road (see Exhibit "A,"
Vicinity Map). This request was initiated as the result of recent litigation against the City of
Santa Clarity for. an accident which occurred at the eastern driveway to the site. Staffs
investigation and field review indicate that presently the Estate has three full accesses along
its frontage with Soledad Canyon Road, of which two are uncontrolled and one controlled with
the existing traffic signal at Rainbow Glen Drive.. By prohibiting the left -turn access coming
out of the uncontrolled driveways of Parklane Mobile Estates (one east and one west of the
signalized access), those who wish to go east on Soledad Canyon Road can easily exit off the
main access across Rainbow Glen Drive, which is controlled by a traffic signal. The attached
Exhibit `B" shows the proposed restricted left -turns. This is the preferred movement and
recommended by City staff.
This item was presented to the City Council on November 25, 1997, with the same
recommendation. At this meeting, staff was directed to inform all the residents of the mobile
home park to obtain their opinion regarding this proposal. On December 3, 1997, staff
distributed letters to all affected residents, which totaled 360, advising them of the new Council
meeting date and seeking their input. Staff received comments via mail and telephone. All
comments are noted on Attachment "C."
The majority of the comments were from residents who live on the east side, stating that this
proposal will cause them to drive in the back through a narrow road and then exit from where
there is a signal. It should be noted that those residents can make a right -turn at the easterly
driveway and a U-turn at the intersection of Soledad Canyon Road and Rainbow Glen Drive,
where that movement is also protected.

FISCAL IMPACT
Funds for the implementation of all signing/striping have been budgeted in Account
No. 5211-7335 in FY 1997-98. The estimated cost for this work is $300.

It is inconvenient.
Not really against it. Rather have those islands
along Soledad similar to Greenbrier.
OK with the proposal. The trees in the median are
blocking the eastbound- left -turn visibility vs.
westbound.

with north/southbound straight and left -turn at
Soledad/Rainbow Glen.
She has to go through the back road, which is too
narrow, and it is even sandbagged because of the
heavy rain.

dig -out area, similar to Greenbrier.

would be restricted left -turns at all driveways and
side streets onto Soledad Canyon Road where there
are no traffic signals. Parklane residents need to be
patient and wait until traffic clears. Letter received
on December 15, 1997.
Anne Smith, Unit #130 More delays at the non -rush hours at Rainbow Glen
251-1446 and Soledad. The light coming out of the park is long
and causes back-up. Last eight years there have
been a lot more accidents at the intersection of
Rainbow Glen/Soledad than the other two entrances.
