SUBJECT: LANDSCAPE MAINTENANCE DISTRICT CONTRACT FOR ZONE T46

City Council award a contract to California Landscape for $29,600 per month (the annual
contract amount is $355,200), for Zone T46, and authorize a 15 percent contingency expenditure.
Funds have been budgeted in Account No. 7510 8001. Authorize the City Manager or designee
to execute all documents, subject to City Attorney approval.
BACKGROUND
The Landscape Maintenance Districts maintain landscaped areas along the paseos, medians,
and right-of-way in Santa Clarita. The City assumed the maintenance contract that the County
of Los Angeles had in place when the district was transferred to the City. That contract is now
expired and is currently being fulfilled on a month-to-month basis. As a result of this, the City
put the contract out to bid and the following bids were received for Zone T46 by the City Clerk
on February 26, 1998.

The bid documents for the landscape maintenance contractor indicated that the City would
verify all references and qualifications prior to the award of the contract. The Contractor is
required to have a mmimum of three consecutive years of current experience in the type of work

related to this project. The contractor must have adequately trained irrigation specialists who
are familiar with the irrigation system and can operate it correctly. The contract documents
also indicated that the City will require an irrigation specialist who is familiar with the Calsense
irrigation system for ZONE T46. They must be familiar with all of the capabilities of the
Calsense System. The Contractor must have a computer with software and the capability to
operate the system from their office. The bid specifications indicated the City may have an
interview process for verification of qualifications for the irrigation specialist..
The City interviewed the lowest bidder on March 3, 1998. The lowest bidder did not have the
irrigation software, remote control units or laptop computers. Additionally, the lowest bidder
did not have the required experience with the Calsense controllers and the required amount of
experience with the fertilizer injection systems or the moisture sensors.
The City interviewed the second lowest bidder. The second lowest bidder has an experienced
irrigation specialist. The second lowest bidder has experience in installing 75 Calsense
controllers with moisture sensors and is currently operating 21 of them from a centralized
system. The second lowest bidder has a computer and a laptop with the Calsense program. The
laptop is necessary to plug into the controllers .on site to get historic data. They also have the
remote control unit. They have experience with the moisture sensors and the fertilizer injectors.
Ninety percent of the problems in the Northbridge area are irrigation related. The most
important part of the program is managing the irrigation from a centralized unit and being able
to check the irrigation from a remote control unit. The second lowest bidder is recommended
for the project.

FISCAL IMPACT
This work is funded from the Landscape Maintenance District funds which are collected for this
purpose.
