Rahma SUBJECT: MAGIC MOUNTAIN PARKWAY (SR -126) - NO -STOPPING ZONE RESOLUTION NO. 98-103 DEPARTMENT: Transportation & Engineering Services "RECOMMENDED ACTION City Council adopt Resolution No. 98-103, establishing a no -stopping zone along the north side of Magic Mountain Parkway, between McBean Parkway and Valencia Boulevard.. BACKGROUND As part of the required conditions on Terry York Motors, Incorporated, the applicant is required to install no -stopping signs along their frontage with Magic Mountain Parkway. The matter was discussed with Caltrans, since Magic Mountain Parkway is a state highway and under their jurisdiction. Caltrans informed staff that prior to the installation of the no -stopping signs, the City should prepare a resolution or an ordinance as noted under Section 22506 of the California Vehicle Code. -This section provides for local authorities to prohibit or restrict stopping, standing, or parking of vehicles on a state highway, in their respective jurisdiction, if the ordinance or resolution is first submitted to and approved in writing by the State of California Department of Transportation (Caltrans). The following justifications have been prepared for the proposed no -stopping zone: 1. There are several driveways along this portion. Staffs observation indicates that parked vehicles. along this stretch would block the sight visibility of the westbound traffic and cars exiting the driveways. 2. Parking along major arterials has proven to cause accidents due to cars maneuvering in and out of the stalls and also their friction with through traffic. Drivers getting in and out of cars would also be placed in front of high-speed traffic. For this purpose, the City has already prohibited parking along most arterials such as McBean Parkway. Incorporated, as part of their improvement project along Magic Mountain Parkway, will install the signs and/or curb markings necessary to effect this resolution, along their frontage (approximately 1,800 feet). The City will install the necessary signs along the remaining portion of Magic Mountain Parkway, which is approximately 3,500 feet. The cost estimate to be implemented by the City is $1,000.00. Funds are available in the Field Services Striping and Signing Maintenance account. ATTACHMENTS Resolution No. 98-103 Exhibit "A" - Vicinity Map MS:RJR:lkI mundl\re98-101doc RESOLUTION NO. 98-103 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA PROHIBITING THE STOPPING, STANDING, OR PARKING OF VEHICLES ALONG THE NORTH SIDE OF MAGIC MOUNTAIN PARKWAY, FROM MCBEAN PARKWAY TO VALENCIA BOULEVARD WHEREAS, the City has conditioned the developer, Terry York Motors, Incorporated, to include in their improvement project along Magic Mountain Parkway, a no -stopping zone on the north side of Magic Mountain Parkway, between McBean Parkway and Valencia Boulevard; WHEREAS, the City has coordinated with the State of California Department of Transportation (Caltrans), the proposed establishment of a no -stopping zone on Magic Mountain Parkway, a state highway; WHEREAS, it is consistent with normal traffic engineering practices to establish a no -stopping zone in areas where the stopping, standing, or parking of vehicles is dangerous to those using the highway or the stopping, standing, or parking of vehicles would unduly interfere with the free movement of traffic thereon; and WHEREAS, Section 22506 of the Vehicle Code of the State of California provides for local authorities -to prohibit stopping, standing, or parking of vehicles on a state highway, in their respective jurisdiction, if the ordinance or resolution is first submitted to and approved in writing by the State of California Department of Transportation (Caltrans). THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION 1. That the stopping, standing, or parking of vehicles on a state highway, or portion thereof, shall be prohibited along the north side of Magic Mountain Parkway, from McBean Parkway to Valencia Boulevard. SECTION 2. That the City's approved resolution shall be submitted to Caltrans for their review and approval. SECTION 3. That the no -stopping zone, as provided herein, .shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described in Section 1. SECTION 4. That Terry York Motors, Incorporated, shall provide the necessary curb markings or signs to effect this resolution per the prepared plans.
