SUBJECT: VIA PRINCESSA METROLINK STATION IMPROVEMENTS
PROJECT NO. T3007

RECOMMENDED ACTION
City Council authorize the City Manager or his designee to execute the contract for engineering
and architectural design services for the Via Princessa Metrolink Station, Project No. T3007,
with Boyle Engineering Corporation in an amount not to exceed $20,000, plus $3,000 (15%) for
contingency costs, subject to City Attorney approval.
This project proposes to provide additional facilities to the Via Princessa Metrolink Station such
as restroom facilities, shelterstcanopies, small plaza waiting area with minimal landscaping,
and an improved entrance sign. When constructed, this station was built as a temporary
station with very few amenities. Since the City's acquisition of the station site, residents and
Metrolink users have made requests to provide the amenities at other stations. Boyle
Engineering Corporation, the engineering firm selected to provide professional
engineeringlarchitectural services, will design these facilities.. Each item will be listed as an
option when bid, and dependant upon existing funding and bid prices, the items will be
constructed.
On October 6, 1997, a pre -qualification meeting was held with representatives from more than
35 companies that responded to a Request for Qualifications to design minor upgrades to the
Via Princessa Metrolink Station. On October 22, 1997, qualifications were submitted by ten
professional engineering(architectural teams. Four teams were selected for interviews
following qualification review and evaluation by City staff and Southern California Regional
Rail Authority (SCRRA) personnel, and are listed below:
Boyle Engineering Corporation Ventura, California
Daniel, Mann, Johnson, & Mendenhall (DMJM) Los Angeles, California
Frederic R. Harris, Inc. San Pedro, California
HDR Engineering, Inc. Irvine, California
An interview panel consisting of staff from the Transportation & Engineering Divisions and
SCRRA selected Boyle Engineering Corporation to provide the design services required for this
project. Total costs to provide the engineeringlarchitectural services required for this project

are estimated to be $20,000, plus $3,000 (15%) for contingency costs. The fees would cover the

FISCAL IMPACT
Funds in the amount of $165,000 from Account Nos. T3007103 and T3007205 have been
budgeted in FY 1997/98 for this project.
