SUBJECT: WEST NEWHALL IMPROVEMENTS PROJECT - PHASE 3
PROJECT NO. 52035 - AWARD DESIGN CONTRACT
DEPARTMENT: Transportation and Engineering Services
City Council authorize the City Manager to execute the contract for design services of
West Newhall Improvements - Phase 3, to DMR Team, Inc. in an amount not to exceed
$16,544.00 and $4,136.00 for contingency.
This project will install missing curbs, gutters, and sidewalks, and reconstruct portions of
streets in the vicinity of West Newhall bounded by Lyons Avenue to the north, San Fernando
Road to the south, Race Street to the east, and Newhall Avenue to the west for the third phase
of this project (see Exhibit B). This portion constitutes the third of the five phases of the overall
West Newhall Project (see Exhibit C).
In October 1997, staff prepared a Request for Proposal (RFP) to select a consultant to perform
the design of the subject project. The RFPs were sent to firms on the City's design consultants
list. Four firms responded by submitting proposals (see Exhibit A). Based on technical
qualifications, cost, and methodology for the project, staff recommends DMR Team, Inc.
Staff is recommending a 25 percent contingency for this project due to the nature of the work
involved and the small size of the contract. The potential for an increase in scope is likely due
to unique issues commonly brought to the attention of staff by residents during infill projects.
Staff would like to ensure that this job completes all of the missing improvements in the project
area and that the residents' needs are promptly met.
This project is funded by Community Development Block Grant funds. Account
No. S2035104-8001 has been established to track all associated costs for this portion of the
project.

FISCAL IMPACT
Funds in the amount of $516,520.00 from Account No. 52035104 have been budgeted in
FY 1997/1998 for this project.
