SUBJECT: NEWHALL INTERMODAL TRANSPORTATION CENTER (NEWHALL
METROLINK STATION) - APPROVE CONCEPTUAL ARCHITECTURAL
DESIGN OF STATION - PROJECT NO. 52001

RECOMMENDED ACTION
City Council approve the architectural design for the Newhall Metrolink Station and authorize
the completion of the construction bid documents.
BACKGROUND
On December 9, 1997, City Council approved the design contract for Boyle Engineering
Corporation to provide engineeringlarchitectural services for the Newhall Metrolink Station.
The contract included public participation for design of the architectural style of the station.
Boyle Engineering Corporation, along with their sub -consultant CHCG Architects, Inc., held
meetings with staff, the Redevelopment Committee, and the public to develop the conceptual
plans for the design and architectural style of the station. The following is a synopsis of the
events that have taken place to develop the conceptual architectural elevations.
December 16, 1997 - First meeting with the Redevelopment Design Subcommittee to gain input
on the preferred architectural style for the station.
January 22, 1998 - Second meeting with the Redevelopment Design Subcommittee to present
slides of architectural styles, develop programmatic functionality of the
station, and hold preliminary discussions on prioritization of station
amenities based upon project funding. Determined that a "Victorian"
style would not be feasible due to budget constraints. Directed the
architect to return with conceptual elevations of "Western" and "Spanish
Colonial' type architecture.
February 12,1998- Third meeting with Redevelopment Design Subcommittee, where CHCG
Architects presented conceptual elevations of Western and Spanish type
architecture. The Subcommittee and public preferred the Western

conceptual elevations, and directed the architect to make minor
modifications and return with revised elevations. While following a
Western theme, the style has several nuances from other architectural
styles to create a unique style.. Discussion of the station plaza occurred,
and it was determined that the plaza area would be expanded. Comments
were provided regarding the type of landscaping.
March 5, 1998 - Fourth meeting with Redevelopment Design Subcommittee, where the
revised Western concept plan and elevations were presented. The
Subcommittee approved the conceptual elevations along with the specific
materials to be used for the station.
March 31, 1998 - Conducted a community meeting to present the station site plan and
architecture to the community and explain the process leading to the
current design (see Attachment "A" for comments received from the
public and a response to requested ridership data). Based upon the
projected ridership, the data taken from the Traffic Study prepared for
the Newhall Metrolink Station shows that adequate parking will be
provided.
April 6, 1998 - Project was presented to the full Redevelopment Committee. The
Redevelopment Committee recommends that the City Council approve
the architectural design of the station.

COMMENTS FROM PUBLIC MEETING — MARCH 31, 1998
Comments were received from the public regarding public/pedestrian safety, lighting, and
flooding problems in the area. Anticipated ridership information was requested, along with
existing capacity and ridership information at the Via Princessa and Santa Clarita Metrolink
Stations. The concern was that adequate parking be provided at the Newhall Metrolink Station
to reduce spillover parking into adjacent commercial areas. Requests were made to investigate
restricted parking in front of the businesses along Railroad Avenue, and provide a traffic signal
within State right-of-way at the intersection of San Fernando Road and Pine Street. There was
also public interest in providing full-time security at the station. Concern for maintaining the
level of amenities as part of the initial station construction was also expressed.
The following is a response to the number of anticipated Newhall Metrolink Station
users, and the number of spaces and occupancy provided by the Via Princessa and
Santa Clarita Metrolink Stations:
