Home My WebLink About1998-11-10 - AGENDA REPORTS - NOSTOPPING ZONE CIRCLE J RANCH (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: November 10, 1998 City Manager Approval: Item to be presented by: SUBJECT: CIRCLE J RANCH ROAD, VIA PRINCESSA, AND PLUM CANYON ROAD NO -STOPPING ZONE RESOLUTION NO. 98-132 DEPARTMENT: Transportation & Engineering Services City Council adopt Resolution No. 98-132, establishing a no -stopping zone along both sides of Circle J Ranch Road, between San Fernando Road and Via Princessa; on both sides of Via Princessa; and also both sides of Plum Canyon Road between Bouquet Canyon Road and Via Joyce Drive. BACKGROUND At the City Council meeting on October 13, 1998, staff was directed to investigate the possibility of restricting parking ' on the west side of Circle J Ranch Road between San Fernando Road and Via Princessa. Staff has evaluated the request and concurs with the parking restriction. Furthermore, the future extension of Via Princessa to Wiley Canyon Road and the Beazer development. project will require both Circle J Ranch Road and Via Princessa to become part of the major highway system. Circle J Ranch Road will be widened to. accommodate two traffic lanes in each direction, plus a center median, and will not accommodate street parking. Therefore, staff recommends that parking also be restricted on the east side of Circle J Ranch Road, between Via Princessa and San Fernando Road and on both sides of Via Princessa. Citizens have also requested parking restrictions on Plum Canyon Road to help alleviate the overnight truck parking problem. The County of Los Angeles has already restricted parking on the portion of Plum Canyon Road east of Via Joyce Drive within their jurisdiction. Staff recommends parking prohibition on both sides of Plum Canyon Road between Bouquet Canyon Road and Via Joyce Drive. ., rn.A 1 �0-t- Agenda CIRCLE J RANCH ROAD, VIA PRINCESSA, AND PLUM CANYON ROAD NO -STOPPING ZONE November 10, 1998 — Page 2 The following justifications have been prepared for the proposed no -stopping zones: 1. There is limited visibility on Circle J Ranch Road near San Fernando Road due to parked vehicles and the presence of a horizontal curve. A no -stopping zone will help improve visibility. 2. The no -stopping zone on Plum Canyon Road will help improve visibility and maintain consistency with the County of Los Angeles parking regulation for the street. 3. All street sections mentioned above are major arterials. Parking along major arterials has proven to cause accidents due to cars maneuvering in and out of the stalls, and also their friction with through traffic. Drivers getting in and out of cars would also be placed in front of high-speed traffic. For this purpose, the City has already prohibited parking along most arterials in the City. ALTERNATIVE ACTIONS Other action as determined by Council. FISCAL IMPACT The City will install the necessary signs along the street sections mentioned in this resolution. The total length of these sections is approximately 2.5 miles. The cost estimate for the installation of signs is $4,000.00. Funds are available in the Field Services Striping and Signing Maintenance account. SAN FERNANDO ROAD TO VIA PRINCESSA, BOTH SIDES OF VIA PRINCESSA, AND ALSO BOTH SIDES OF PLUM CANYON ROAD FROM BOUQUET CANYON ROAD TO VIA JOYCE DRIVE WHEREAS, it is consistent with normal traffic engineering practices to establish a no -stopping zone in areas. where the stopping, standing, or parking of vehicles is dangerous to those using the highway or the stopping, standing, or parking of vehicles would unduly interfere with the free movement of traffic thereon; and WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping, standing, or parking of vehicles on certain streets or highways or portions thereof during certain or all hours of the day. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION 1. That the stopping, standing, or parking of vehicles shall be prohibited along both sides of Circle J Ranch Road, from San Fernando Road to Via Princessa. SECTION 2. That the stopping, standing, or parking of vehicles shall be prohibited along both sides of Via Princessa. SECTION 3. That the stopping, standing, or parking of vehicles shall be prohibited along both sides of Plum Canyon Road, from Bouquet Canyon Road to Via Joyce Drive. SECTION 4. That the no -stopping zone, as provided herein, shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described in Sections 1, 2, and 3. That the stopping, standing, or overnight (between the hours of 10:00 p.m. and 4:00 am.) parking of vehicles shall be prohibited along both sides of Via Princessa between Circle J Ranch Road (western end) and Claibourne Lane (eastern end). This parking regulation will be established as "no overnight" parking until a future date when the roadway striping or the extension of Via Princessa would require the elimination of on -street parking. SECTION 4. That the no -stopping zone, as provided herein, shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described in Sections 1, 2, and 3.
